Lutheran World
Relief (LWR), a U.S. based non-profit development organization engaged in
seeking lasting solutions to poverty and reducing risk, is seeking an
experienced Senior Program Officer for its Indonesia programs to be based in Medan,
Indonesia with travel to project sites for 6 months contract.
The Senior Program Officer will perform scheduling,
monitoring, and reporting support for the USAID funded project: “Increasing
Coastal Resiliency & Climate Change Mitigation through Sustainable Mangrove
Management in Sumatra”, in the Lutheran World Relief (LWR) – Indonesia Country
Office and field sites, support field offices, and facilitate relationships
with partners, governmental agencies and other stakeholders under the direction
of the Chief of Party (COP).
Job Responsibilities
General:
- Monitor field office implementation of programmatic and capacity strengthening activities.
- Contribute to timely submission of complete, high quality report packages in accordance with LWR and USAID guidelines.
- Track workplan, in keeping with logframe objectives, including preparing advance notifications to highlight implementation scheduling issues.
- Secure all CADRE’s related documents.
- Conduct frequent site visits to Singkil and Simeuleu, Aceh.
- Assist and support Chief of Party (CoP)
Specific:
- Track the work progress of the two field offices in coordination with the Livelihoods Advisor and Field Coordinators.
- Support field offices to complete tasks, and to direct their energies forward to remaining tasks as assigned by CoP
- Closely monitor the implementation of tasks, collect reports and track when resulting analysis is needed.
- Manage specific work items in the field as directed by CoP and in coordination with Livelihoods Advisor.
- Support CoPs trips to the field.
- Provide translation for CoP as required.
- Manage all CADRE’s related documents, emails, letters, etc. properly.
- Maintain working knowledge of compliance government regulations, project schedule and timelines;
- Prepare case studies and stories of the project.
- Compile all data related to the project: maps, statistics data, research findings, and website articles.
- Compile all contacts related to the project (national government, local authorities, UN Bodies, INGOs, NGOs, networks, forum, etc.)
- Secure project deliverables such as proper documentation especially when related to compliance;
- Give support to staff in developing training modules, briefing, papers, and books.
- Provide progress updates of the implemented project
- Develop and maintain a tracking system for contract deliverables;
- Coordinate and oversee the utilization of project resources;
- Where appropriate, recommend new approaches, policies, and procedures to effect continual improvements in the efficiency of the project implementation
- Liaise and communicate appropriately with the in-country staffs/consultants and project partners to ensure their performance is consistent with the aims of the project;
- Actively engage in the development and periodic review of LWR's strategy, policies, procedures, manuals, and guidelines.
- Other duties as assigned by COP.
Core Competencies
- University degree in a relevant field.
- Strong technical knowledge of development and DRR in Indonesia
- Strong written and oral communication skills including strong presentation skills;
- Demonstrated ability to interact professionally and work constructively with a range of individuals, including USAID mission, local partners and government officials;
- Fluency in written and spoken English are required.
- Prior experience in Indonesia or East/Asia Pacific and ability to communicate in Bahasa Indonesian are highly desirable.
- Solid professional reputations, and Extensive management experience,
- A proven background of success interacting with government agencies and USAID
