Project Overview and Role:
Palladium’s Health Technical Assistance (BANTU) is a five-year project (October 2015 – October 2020), which provides USAID and the Government of Indonesia (GOI) with a flexible mechanism to effectively and efficiently mobilize the technical expertise needed (offered either through subject-matter experts or organizations) to advance national and global health priorities set forth in USAID’s Country Development Cooperation Strategy (CDCS).

Primary Duties and Responsibilities:
This position is a full-time position for 8 months to support the Senior Operations Manager and the Senior Finance Officer. This position will play a key role in supporting the successful implementation of the BANTU Project. This position has responsibility for two key areas: financial administration and bookkeeping, and project fund tracking systems.

Key Responsibilities
  • Prepare documentation for all payment transactions, including but not limited to vouchers, checks, and transfer forms. Ensure that appropriate documentation and approvals are obtained
  • Regularly maintain and update financial records including checking, verifying, and recording the project’s financial transaction
  • Reconcile financial transactions on-line and ensure that all expenditures coded and charged correctly and code items to approved budgets
  • Ensures employees/consultants’ travel and other advances are managed in a timely manner, a summary of the advance payment is updated and monitored on a weekly basis and all outstanding advances are reconciled in a timely manner
  • Develop the Bi-weekly Projection and Fund Transfer Request, and Field Voucher report; ensures the field vouchers are prepared accurately, supporting documents are in place, and all transactions are coded in accordance of the chart of accounts and cost code
  • Develop accurate and timely project monthly and quarterly financial reports, projection and other documentation as required by the contract, and as requested by the Client or HQ
  • Maintain the project’s accounting files system. Make sure all vouchers are in order, completed properly and have bank slips/copy of checks attached
  • Scanning, duplicating, and shipping of field vouchers to the US Office every month
Required Qualifications:
  • Relevant bachelor’s degree required
  • At least 3 years relevant experience working in accounting and bookkeeping
  • Proven experience and knowledge of USAID procurement, and financial policy and systems
  • Demonstrated ability to be proactive in managing work priorities, juggle competing priorities and work with minimal supervision
  • Proven ability to work effectively and collaboratively with a small team
  • Attention to detail and accuracy in the work products developed
  • Well-developed and effective organizational skills, including to ability to multi-task, prioritize tasks, and work in a high-pressured environment
  • Willingness to “go the extra mile” to ensure that the job is completed in a timely and accurate manner
  • Sound understanding/experience in financial processing and management
  • Good written and verbal communication skills
  • Fluency in English and Bahasa Indonesia required
  • Excellent skills in Microsoft Word, Outlook, and Excel
  • Experience in basic accounting software will be an advantage
