Islamic Development Bank is looking for one Web Developer, Jakarta

The Islamic Development Bank is an international financial institution established in pursuance of the Declaration of Intent issued by the Conference of Finance Ministers of Muslim Countries held in Jeddah in Dhul Q'adah 1393H, corresponding to December 1973. The Inaugural Meeting of the Board of Governors took place in Rajab 1395H, corresponding to July 1975, and the Bank was formally opened on 15 Shawwal 1395H corresponding to 20 October 1975.

The Islamic Development Bank, Country Gateway Office (CGO) Indonesia is seeking highly qualified candidates for one Web Developer.

Background
IDB CGO is intended to developed new website that will inform the public and Government partners and various stakeholders about its projects, mission, current news and events related to IDB engagement in Indonesia. The websites will have the same broad theme, look and feel with current IDB website, already published thru IDB headquarter in Jeddah.

The website should be well organized, up-to-date and user-friendly -- both in terms of navigation and language. Text on the site should be easily viewed and downloaded, as users want information quickly and in a layout and design that is easy to navigate and attract people’s eyes. The new website should encompass speed, quality design, logic, innovation, relevance, and accessibility. To develop this new website, IDB looks for a short-term consultant services to undertaken the tasks stated below:

Main Objectives:
  • Design the website using the same theme as current IDB website. 
  • To introduce innovative services such as RSS feed news, user comment, etc
  • Train non-technical staff on how to use a Content Management System (CMS) – like Joomla - to ensure easy updating or use other systems for updating content management
  • To streamline content creation and boost author productivity
General tasks:
  • General consultancy on orientation about the site and its related architecture 
  • Implementation of current IDB website theme/template
  • Implementation of first time content (text/graphic) and Content Management System 
  • Training for staff on use of the Content Management System
  • Advising, testing and installation 
  • Ensure HTML is W3C compatible 
  • Promotion of site at search engines, search engine optimizer
Duties and Responsibilities
The consultant will work under the day-to-day supervision of Manager of Portfolio with overall guidance by various sector specialist on the web content and design. The consultant will perform the following tasks to support process of construction of the website, in consultation with the Manager of Portfolio

Stage 1: Review, Consult and Recommend
  • Make recommendations for design, usability and technical requirements 
  • Make recommendations regarding web traffic software for detailed reports of visitors to the website 
  • Submit workplan to be reviewed and approved by Manager of Portfolio
  • Provide and install a tool to confirm the compatibility of the HTML pages with W3C standards
Stage 2: Design
  • Participate in a meeting with various IDB specialist content providers and users to understand various needs and to make a presentation on the proposal including template design options 
  • Create templates necessary for the site using the CMS and the actual corporate design 
  • Maintain cross-platform, cross-browser compatibility so that the web site is accessible from a variety of different environments and electronic devices (smart phone, wireless etc) 
  • Maintain adherence to Web standards and Accessibility
  • Ensure a consistent visual image on the new site by introducing fixed styles in templates ensuring consistency in fonts, formatting, icons, images, layout techniques 
  • Review content of website
  • Provide regular updates and drafts to Communications Associate
Stage 3: Integrate Content with Design
  • Assist IDB CGO in the input of all content using the CMS
  • Incorporate IDB CGO feedback from Stage 2 into this phase 
  • Determine appropriate compression techniques, resolutions, sizes, colour maps, and depths to insure that images are delivered at sufficiently high speed and quality 
  • Develop META tags on each web page, registration with major search engines 
  • Ensure design and content make all pages “print-friendly”
Stage 4: Test
  • Check bugs and problems, diagnose and fix them
  • Check W3C compatibility and scripts of the entire site
Stage 5: Follow-up and Continuity
  • Provide complete technical documentation related to site and its components
  • Provide a diagram, site map of the website
Qualifications and Experience
Technical Background on Web-site Development and ICT:
  • Minimum of 2 years extensive experience in web development, graphic design and implementation of information-rich, user-friendly and large websites
  • Extensive experience with CMS, including experience with both commercial and Open Source systems
  • Advanced proficiency with HTML, including style sheets, templates, complex tables and image maps. Must possess working knowledge of basic composition, page layout, art and office/web software packages such as MS Word, Excel, Dreamweaver, Adobe PageMaker, Illustrator, Photoshop and Acrobat (or Open Source Software equivalents)
Other Technical requirements:
  • Experience in web development programming languages (PHP, perl, ASP, Python, JSP etc.)
  • Knowledge of W3C standards such as XHTML, accessibility standards, content sharing standards such as RSS/RDF and Open Archives Initiative
  • Experience with photographic manipulation, digital painting. Digital audio and video experience highly desirable
  • Experience with new technologies like RSS, podcasts etc. highly desirable
  • Knowledge of online video publishing and animation software would be highly desirable
Communication / Management:
  • Good command of written and spoken English
  • Excellent communication and interpersonal skills
  • Willingness to work with minimum supervision
Education:
Bachelor’s degree in Information Technology, Computer Science or any computer related field.

Expected scope and duration of assignment:
The successful candidate will be hired for a period of six months full‐ time work.
