Position Summary
Futures Group International is seeking a Program Associate to provide administrative and operational assistance in the implementation of project activities. This is a full-time, position based in the BANTU project in Jakarta, Indonesia. This position will work under the direction of a senior administrative officer to manage project procurement, equipment inventories; travel arrangements, financial reporting, recruiting, hiring and orientation training, and new employee orientation for the project. One person will start out in this position, and as workload increases, the project will hire additional project associates.

Key Responsibilities
  • Provide general program operations assistance to project technical staff and administrators
  • Assist with recruitment of TA based on USAID requests
  • Backstops specific TA assignments, as assigned
  • Maintains contact with TA through e-mail and phone calls, while being clear and concise and providing excellent service
  • Proactive issue management and problem-solving to ensure contractual compliance with USAID and other regulations
  • Maintain project-wide communication channels and interface with project staff according to the team’s needs
  • Develop and process blanket purchase agreements, project consultant agreements, subcontracts, letter agreements, purchase orders, grants, etc.
  • Review and process invoices from consultants, subcontractors, grantees, and vendors and track and record deliverables
  • Track financial transactions and payments to ensure prompt payment of invoices
  • Maintain filing system for project administrative, financial, and technical documents
  • Recruit and coordinate activities with project consultants
  • Maintain and update program operations on center database and SharePoint site for assigned region and activities as needed
  • Organize team/center meetings and take minutes as needed
In addition, the project will need an operations associate for finance and budgeting whose major responsibilities will be:
  • Manage project finances to ensure effective use of resources in compliance with donor requirements.
  • Develop draft activity budgets for each TA assignment
  • Finalize and ensure compliance with project operations manual and administrative, procurement, employment and contracting processes.
  • Manage efficient, transparent grant disbursements and reporting.
  • Ensure financial monitoring systems provide timely and relevant reports to staff, including analysis and tracking of grant commitments, obligations, awards, and liquidations.
  • Ensure financial records organization, retention, and security.
  • Support independent audits as required.

Qualifications

  • BA in Business, Finance, public administration, or related field
  • 3-5 years’ work experience desirable
  • Strong administrative and organizational skills with high capacity for attention to detail required
  • Strong analytical and computer skills (WORD, Excel, PowerPoint)
  • Ability to multi-task and keep track of concurrent deadlines
  • Excellent writing skills
  • Inquisitive and proactive
  • Ability to work in a team and communicate effectively with diverse cultural and professional staff members
  • Aims to beat expectations – excellent skills in managing assigned workload
  • Financial management skills desirable
  • Fluent English and Bahasa language capabilities required
