Scope of Work


Management Consultant - Indonesian Midwives Association (IBI)

The USAID Jalin Project (hereafter referred to as “Jalin” or the “Project”) is a five-year initiative implemented by DAI Global, LLC, and its consortium of partners – IntraHealth, Vital Strategies, and Market Share Associates. USAID/Indonesia’s Jalin Project will support the Ministry of Health (MOH) to achieve an accelerated reduction in maternal and newborn deaths – a priority recently reconfirmed by the President of Indonesia. The maternal and newborn mortality rates are among the highest in the region; they are far above Indonesia’s Sustainable Development Goals (SDG) targets, and have stagnated in recent years. The overarching problem that Jalin strives to resolve is that the quality of care accessible to mothers and newborns is uneven across the country in both public and private facilities and at both primary and secondary levels of care.

In June 2019, USAID issued a Request for Proposal to modify the USAID Jalin Project’s total estimated cost and scope of work. This request resulted in shifts to Jalin’s technical approach, focused on working towards two results: 1) Improved maternal and newborn health (MNH) quality of care in public and private, and primary and secondary facilities, at scale; and 2) Improved efficiency and effectiveness of the emergency referral system at community and facility levels, at scale.

Jalin’s revised Theory of Change is as follows: if we strengthen both the use of evidence and reporting and accountability systems to inform targeted 'whole-of-market' responses relating to maternal and newborn deaths, AND IF in particular, we strengthen public and private facilities to provide high-quality MNH services including identifying and treating obstetric and newborn complications, THEN the emergency referral systems and the quality of care for mothers and newborns will improve and the number of deaths will drop.

Jalin supports the Indonesian Midwives Association (IBI) to sustain the improvements in the quality of care by midwives in Indonesia. In the year 3 Workplan, Jalin will collaborate closely with IBI on several activities to support strengthening midwifery work, with a special focus on private midwives. The activities range from COVID response, development, and implementation of an enhanced Bidan Delima program, to the development and strengthening of digitalized M&E and information sharing platforms and support for the upcoming international conference ICM. USAID Jalin will establish a secretariat to support IBI in managerial and technical activities.

Purpose
The Management Consultant for IBI will serve as the primary liaison between Jalin and IBI by providing managerial and technical support. This position will work closely with key stakeholders to support work plan implementation activities and ensure the effectiveness and efficiency of interventions.

Tasks
The Management Consultant will provide management and technical support as outlined:

  • Oversee and support implementation of activities as part of IBI-USAID Jalin grant agreement
  • Provide support to COVID response initiatives in the short-term and preparedness in the medium/long term
  • Support the development of a work plan for an enhanced Bidan Delima program based on co-creation workshop results; advise on feasibility of tasks and provide guidance on budgeting for proposed activities
  • Support IBI’s implementation of the enhanced Bidan Delima pilot program through coordination and managerial support in select provinces and provide technical support as required and where possible
  • Support IBI’s coordination between stakeholder and partner and ensure good communication and documentation of meetings
  • Coordinate meeting/workshop arrangements and oversee budgeting
  • Maintain close communication between USAID Jalin and IBI and identify when additional resources are required
  • Ensure timely and relevant provision of technical support to IBI
  • Contribute to monitoring and evaluation activities, including report requirements, success story documentation and other communications material
  • Other duties as assigned by the supervisor that is consistent with the purpose of the work
Period of Performance
Mid-May to mid-November (flexible based on availability). Immediate start date preferred.

LOE
Full-time with the possibility of extension

Location
Based on the IBI office in Jakarta with frequent visits to the Jalin office. Up to 25% travel.

Deliverables
Deliverables will include:
  • Monthly progress reports against SOW
Reporting
The Management Consultant will report to the Jalin Senior Technical Adviser and IR 3 Lead.

Qualifications
  • Bachelor degree, preferably in health-related majors (midwifery/nursing/public health)
  • Minimum 4 years of working experience on program development and implementation
  • Experience in working on maternal neonatal health issues
  • USAID- and/or other donor-funded health sector programming experience
  • Experience working with professional organizations (similar to IBI), government, NGOs, and other relevant stakeholders
  • Ability to work in complex environments with multiple tasks, competing priorities, and short deadlines
  • High competency in spoken and written English and Bahasa Indonesia required
  • Excellent managerial skills, able to work with minimal supervision
  • Excellent in working in a team and providing support where requested
