Background
and Objective
The
Australia Indonesia Partnership for Decentralisation (AIPD) is funded by
Australian Aid for the period 2011–2015. The Program supports the Government of
Indonesia (GoI) to improve the performance of provincial and local governments.
The Program focuses on resource management, covering both human and financial
resources. AIPD creates an enabling environment for provincial and local
governments to improve their performance so that sectoral initiatives to
improve health, education and infrastructure services have a greater chance of
success. At the same time, AIPD pilots new development models that can be
replicated in other provinces and districts. AIPD works with the central
government as well as five provincial governments: Papua, West Papua (Papua
Barat), East Nusa Tenggara (NTT), West Nusa Tenggara (NTB) and East Java, and a
total of 20 district governments within those provinces.
AIPD also plays a role in capturing the real
challenges that provincial and local governments face and contributes to the
development of better policy.
AIPD has a vacancy for a Regional Operations
Manager for East Java, NTB, NTT – Management Operations Support Team, under the
direction of the Senior Operations Manager and the Deputy Program Director the
Regional Operations Manager will provide operational support to the Assistant
Program Director and Administrative teams of East Java, NTB and NTT regions of
AIPD.
Key Responsibilities
The key responsibilities of
the Regional Operations Manager for these regions are to:

Ensure that Standard Operating Procedures, Business Processes and
Planning systems are implemented consistently and transparently across East
Java, NTB and NTT operational areas of AIPD.

Liaise with the AIPD Financial Manager to ensure operations and
financial systems are aligned with and are consistent across the three regions.
·
In conjunction with the Senior Operations Manager, the Financial
Manager, and the DPDs, develop an administration and financial training program
to ensure all operational staff receive regular training and updating in
Operating Procedures, Business and Financial Processes, Quality Management and
Compliance Systems.
·
Ensure that the Assistant Program Directors in each of the three
operational locations have a thorough understanding of all business procedures
and processes delegated authorities, fiduciary risk and compliance obligations.
·
Liaise with the Systems Compliance Coordinator to ensure that all AIPD
Management Information Systems, (IT and paper based) are consistent across each
of the three regions and transactions are recorded both locally and centrally
to ensure that the system complies with all internal and external auditing
requirements.

Provide support to the Contracts and Probity Officer in terms of
feedback on the performance and contract compliance of the Implementing
Partners working in each of the Provinces.

Ensure all contracts for all other services across the three AIPD
regions are consistent, transparent and are consistently applied across all
geographic regions.
·
Provide support to the APDs in the development and oversight of the
swakalola program in each of the three provinces.
·
Regularly report to and liaise with the APDs, DPDs and Cardno, to ensure
that all systems and processes serve the operational needs of the three
provinces.

Assist the APDs and DPD to : o review and further establish (as required)
the AIPD office systems and procedures; o In liaison with the Financial Systems
Manager, ensure all banking transactions and financial processes are recorded
and receipted in accordance with the Standard Operating Procedures through the
finance and admin team in the three provinces. o Oversight of the travel approval processes
in line with the AIPD Standard Operating Procedures and the AIPD decentralised
structure. o Oversight and quality assure all approval
and contracting processes in the three provinces to ensure they are consistent
and compliant with SOPs o Support the APDs in conducting periodic
staff performance and development needs. o Other duties related to the Operating
performance of AIPD as instructed by the Senior Operations Manager and DPDs.
Selection Criteria
-
Appropriate tertiary qualifications, relevant to
organisational development, operations management, and procurement:
-
Demonstrated capacity in the management of complex
bilateral development assistance programs, including experience in procurement
and contracting. Specifically, demonstrated capacity in the establishment and
day to day management of a development assistance program, and in donors’
planning, reporting and monitoring requirements;

Fluency in speaking, reading and writing in Bahasa
Indonesia and English;

Excellent communication skills and high level motivational
skills for engaging with program and GOI colleagues in the two Papuas;
-
Demonstrated capacity to design and implement training
programs for operational staff in regional area of Indonesia.

Demonstrated effectiveness in working in remote and
diverse workplaces;;
-
Proven ability to communicate effectively with senior
regionals government officials
-
Familiarity with international donor systems and
requirements.
