Organizational Context
Indonesia
is the third largest emitter of CO2 and the world’s largest emitter from
agriculture, forestry and other land use. Over the past five years, Indonesia’s annual deforestation rate has
averaged around 1 million hectares, which contributes more than 80% of Indonesia’s
estimated annual emissions. Indonesia
has made steady progress in recent years in responding to the global challenge
of climate change. President Yudhoyono’s commitment to reduce Indonesia’s CO2
emissions by 26 percent by 2020 gave new momentum to efforts to develop a
national action plan for delivering greenhouse gas (GHG) emissions reductions
On May 26, 2010 the Governments of Indonesia and the Kingdom of Norway signed a Letter of Intent (LoI) to establish Partnership for REDD+ (Reducing Emissions from Deforestation and Forest Degradation) that aims to tackle greenhouse gas emissions from deforestation and forest and peat land degradation. REDD+ is a global mechanism that provides an opportunity for developing countries like Indonesia to move towards a sustainable green economy. For Indonesia it also offers a way to achieve the Indonesian government’s voluntary commitment to the world to reduce emissions as much as 26 percent or up to 41 percent with international support by 2020.
Following the LoI, Central Kalimantan is selected and announced as a REDD+ Pilot Province by the president on 23th December 2010. Following the selection of Central Kalimantan as the REDD+ Pilot Province, REDD+ Taskforce and Provincial Government of Central Kalimantan through a Local Commission of REDD+ (known as KOMDA REDD+) developed and agreed on 7 (seven) working programs to be implemented in Central Kalimantan.
Amongst these programs, there are 3 (three) main activities successfully facilitated by the REDD+ Task Force in the readiness phase that showed significant and promising results that are worthy for further expansion, improved to a more advanced level and replicated to other jurisdiction. The 3 activities are: 1) Community-based Forest Fire Management (CBFFM) that was designed to strengthen the skills of community organization to independently handle the threat of forest fires and land in their respective territories; 2) Special project in Ex-Mega Rice Project (EMRP) that was designed mainly to improve livelihood of communities, reduce forest fire, and starting to undertake reforestation in EMRP areas; and 3) Green School Program, which is part of the environmental education activities to support initiative of the Education for Sustainable Development.

Summary of key functions
Scope of Activities:
The Project Officer is expected assure the project
implementation based on the project objective and to coordinate the project
activities in 3 districts in Central Kalimantan, Murung Raya district (Olong
Soloi, Saruhung, Kolam village), Pulang Pisau district 9 Jabiren, Garung,
Mentarenm Buntoi, Tumbang Nusa village) and Kapuas district (Tambak Bajai
village). There are 7 local partners who implement the Green Village
in 9 targeted villages under the Project Officer and a Finance Admin Assistant
as the Project Management Unit which is located in Palangkaraya. The PMU
coordinates with the local government of Central
Kalimantan as well with the Joint Secretariat and the REDD+
Special Taskforce.
The aim of this program is to develop the Green Village
model in line with the REDD+ strategy in the national and subnational level.
The approach is to harmonize all of the activities integrated to the village level
to achieve the REDD+ strategy’s goal. Each activity acontrubutes to the five
pillar of REDD+ National Strategy: 1) Institunalization and process, 2) Legal
framework and law regulation; 3) Strategic Program; 4) Paradigm shift and Work
Ethic and 5) Multi-stakeholder involvement.
Key Function:
The Green Village REDD+ Project Officer to assist and to
coordinate with the Project Officer of the PMU and conduct his/her main
functions:
• To coordinate the program implementation throughout the field locations carried out by local partners based on the project planning programmatically
• To manage and to assist communication, both informal and formal approach to harmonize the work relation between Kemitraan, partners and other relevant stakeholders in central Kalimantan.

• To manage the project implementation, to facilitate the implementing partners in planning, program modelling and implementation including monitoring
• To gather data, information regarding the project progress and to analyze during report drafting.

Recruitment Qualifications
Education Background
Bachelor Degree (S1) degree in forestry, agricultural, social science or related educational area
Bachelor Degree (S1) degree in forestry, agricultural, social science or related educational area
Experience Min 3 years experiences in
program management, facilitation and participatory research; climate change or
forestry policy environment; experience in working with local
government, experience in working with CSO at local level, familiar with local
context of Central Kalimantan will be an advantage
