External Mid Term Review of RtR-C Program
Organizational Context:
In 2012, Kemitraan commenced Reform the Reformers project, a
continuation of the Initiatives for Public Sector Reform (INSPIRE) project
initially established in the Vice President Office. The funding for the project
has been provided by the Department of Foreign Affair and Trade (DFAT),
Government of Australia, in response to the call of cooperation from the
Government of Indonesia. The objectives of the Reform the Reformers project was
to provide technical support and assistance, capacity building, operational
support to key on-going initiatives in Kementerian Pemberdayaan Aparatur Negara
dan Reformasi Birokrasi (KemenPAN RB). As Kemitraan, KemenPAN RB, and DFAT saw
the need to continue support reform initiatives further, Reform the
Reformers-Continuation has been established for the period of June 2013 – June
2015.
The continuation project from INSPIRE to RtR-C is intended to expand the support to new actors, intervention areas and geographical coverage. This includes strengthening the internal capacity of KemenPAN RB to lead the bureaucratic reform process at national and local levels, strengthening the capacity of the state agencies and local government to widen the bureaucratic reform coverage, strengthening the capacity of non-governmental organizations, universities, and media to advocate, oversee, lobby and support the implementation of bureaucratic reform plans and agendas, increasing the awareness of the public to support bureaucratic agenda, and establishing a hub of bureaucratic reform that acts as the digesting mechanism for existing DFAT support to bureaucratic reform programs in Indonesia. Later, the Steering Committee of the program decided to support future reform agenda which aims to ensure that the new government post-2014 election will include bureaucratic reform as one of its priority agenda.
Kemitraan has been implementing RtR-C for approximately eight months. To understand if the project has been moving to the right direction, both in terms of process and results, Kemitraan is hiring an external evaluator to conduct a mid-term review on the project.

Recruitment Qualifications:
• At least 5 years of experience in
program evaluation, preferably evaluation of governance related program
• At least 8 years of experience in managing programs related to bureaucratic reform and/or capacity building of government and understand the complex nature of government-related programs
• Sound analytical skills of a project both at strategic and operational level
• Excellent English writing skills, can write with minimum
grammatical correction
