VACANCIES : Finance Assistant & Finance Officer based in Cilincing - North Jakarta

Save the Children is an international non-profit organization that focuses on the fulfillment of children’s right. Save the Children was first established in May 1919 in the U.K. and to date has 28 Save the Children Offices and operations in more than 120 countries worldwide. 1n 1976, Save the Children signed an MoU with the Ministry of Social Affairs of the Republic of Indonesia, followed then by the operations of Save the Children throughout Indonesia. Currently, Save the Children work in 11 provinces with a variety of program areas, such as: Education, Health and Sanitation, Livelihood, Child Protection also Disaster Risk Reduction.

Save the Children is committed in conducting its programs in a way that is safe for children beneficiaries and to help protect children with whom Save the Children in a relationship. As a humanitarian organization, Save the Children is obliged to create and maintain an environment to prevent any sexual exploitation and sexual abuse of children as well as to promote the implementation of child safety policies.

Save the Children currently implementing AusAID NGO Cooperation (ANCP) – Strengthening Education through Awareness and Reading Achievement (SETARA)[1] Project. The ANCP – SETARA project will work with educators and communities to improve literacy outcomes for early year primary students in North Jakarta as well as will work with ECCE Centers in Belu, NTT; The SETARA Project comprised of four main components: ECCE in Belu, Literacy Boost, Health-Hygiene, and Emergency Preparedness in North Jakarta.  To address these important components to education quality in two distinct areas while leveraging other current and future Save the Children projects to maximize effectiveness and efficiency. The Literacy Boost result in the Cilincing sub-district of North Jakarta will address key gaps in primary education quality and community mobilization in support of education. The CSHSR (Comprehensive School Health and Safety Result) will address health and hygiene behaviour change and improve access to health services among students, and address emergency preparedness. These actions will lead to improved attendance and performance in school. The ECCE result in Belu, NTT will improve access to and quality of ECCE services in participating communities, which will lead to improved young learner preparedness for school.

Now we are looking for positions of :


FINANCE ASSISTANT – SETARA (Code: FA-SETARA), 1 position, based in Cilincing-North Jakarta

The Finance Assistant for ANCP – SETARA Project will provide support to the Finance Officer related to financial and administration management of North Jakarta Sub Office activities and providing support to the Finance and Grants Manager in Jakarta Office. S/he will support all administrative, logistic and some HR functions in the field, to ensure optimum support to the Project Manager and well-functioning North Jakarta Sub Office.

Report to : Finance Officer

JOB RESPONSIBILITIES



·        Ensure the availability of appropriate amount in the checking/current account

·        Make payment/disbursement of expense claim two (2) days after receipt of the bill, if applicable

·        Prepare financial documentation for all transactions and facilitate approval

·        Prepare and submit accurate daily cash position report and keep the supervisor informed about fund balance

·        Maintain and update cash advance logbook, advice time notices of overdue cash advance check books

·        Accurate and timely record of Petty Cash Fund Expenses and replenishment

·        Timely cash request to Finance Officer

·        Ensure that all check books and petty cash box are properly kept inside the safety box after office hours

·        Implement a systematic filing and retrieval system of documents

·        Ensure the amount of cash in the Petty Cash should not excess the limit

·        Ensure availability of transaction document such as Invoice, etc.

·        Support Finance Officer related to annual, quarterly and monthly financial and budget report

·        Support Finance Officer as well as the Admin & Logistic Assistant in collecting and sorting all payment documents
·        Conduct other related duties as assigned

QUALIFICATIONS

Education and skill

·        Education Degree in Accounting and/or Finance Management or any relevant field

·        Minimum of 2 years experience in a project with contractor, corporate, or NGO environment, including significant field implementation experience; fresh graduate are welcomed to apply

  *  Basic English, verbal and written
  *  Strong computer skills in Microsoft Office, especially MS-Excel
  *  Ability to problem solve, show initiative and work independently
  *  Respond to requests, queries in timely manner
  *  Good information sharing/communication skills
  *  Attention to detail, particularly with regards to expense transactions and financial reporting.


Experience and knowledge

·        At least 2 year experience in accounting, administration and finance department

·        Experience in financial, accounting or administration in a project

·        Proven timely payments and other disbursements

·        Proven ability to work in a multi-cultural team
·        Commitment  to  and  understanding  of  Save  the  Children’s  aims,  values  and principles  including rights-based approaches


FINANCE OFFICER – SETARA (code: FO-SETARA), 1 position, based in Cilincing-North Jakarta

The Finance Officer for ANCP – SETARA Project will be responsibility for the financial and budget management of North Jakarta Sub Office activities and providing support to the Finance and Grants Manager in Jakarta Office. S/he will manage all administrative, logistic and HR functions in the field, to ensure optimum support to the Project Manager and smooth functioning of field offices. S/he will conduct supervision to the Finance Assistant as well as to the Logistic Assistant of North Jakarta Sub Office.

Report to : Project Manager

JOB RESPONSIBILITIES

Financial Management

1.    Manage the payments process of all North Jakarta Sub Office related expenditures

2.    Make daily cash payments to suppliers ensuring all payments are made in compliance with Save the Children policies & procedures e.g. they are correctly authorised in accordance with the Scheme of Delegation, coded per relevant budget lines, are supported by relevant forms and documentation

3.    Issue and monitor of work floats and any cash advances, ensuring they are settled/repaid in a timely manner

4.    Provide support and advice to SETARA staff on purchase and payment matters, provide coding as required

5.    Record and review of financial transactions related to programs activities and operations

6.    Enter all transactions onto field office spreadsheet on a daily basis, reconcile to cash counts

7.    Consolidate and review the monthly field office spreadsheets for all Emergency field offices, prior to submission to the Finance Manager for review, ensuring that:
-      All data fields are complete, codes are valid and formats are correct.
-      Expenditures are fully charged in accordance with donor budgets on a monthly basis.
-      Liaise with field Finance staff on any queries relating to financial information supplied.

8.      Ensure sufficient levels of cash are available according to program/operational needs.

-      Assist Budget holders in preparation of cash requirement forecasts in line with budgetary requirements

-      Submit monthly forecasts and subsequent weekly cash transfer requests to the Finance Manager

9.      Coordinate and monitor the operations of human resources functions to ensure the achievement of their goals and efficient performance, such as:

-      Ensure staff leave records are maintained and staffs are reminded about utilizing their leave according to the individual leave plan for the year

-      Respond to all travel requests of the field team by arranging travel cost effectively and efficiently

-      Develop and maintain an efficient and simple filing system for the program, HR and other general files with the support of an Office Assistant.

10.  Monitor implementation and improvement of office procedures (human resources) based on local office’s unique characteristics and SC’s policies & procedures, to ensure efficient functioning of field offices and compliance with SC’s policies, such as: Socialize SC’s HR policy and procedures to all field staff.

Occasional significant duties

·        Provide other financial and grants management support as and when required by Jakarta Office

·        Liaise with budget holders regarding budgeting, monitoring and revisions to budgets

·        Contribute and assist with process/systems improvements to ensure efficient and effective financial management within an emergency program context.
·        Provide support to Finance in Jakarta with management/other reporting as required
·        Contribute to ongoing development of improved emergency response policy and practices
·        Conduct other related duties as assigned

Emergency Response Management

·        Coordinate all related with Financial and Budget Management when responding any potential emergencies in North Jakarta and Belu, NTT

QUALIFICATIONS

Education & skill

·        Education Degree in Accounting and/or Finance Management or any relevant field

  *  Strong computer skills in Microsoft Office, specially MS Excel and Agresso System and grants management systems
  *  Fluent in English, verbal and written
  *  Good information sharing/communication skills

Experience & knowledge

·        Minimum of 5 years experience in a project with contractor, corporate, or NGO environment, including significant field implementation experience
·        Experience with financial and grants management
·        Ability to problem solve, show initiative and work independently
·        Respond to requests, queries in timely manner
