The Peace Through Development in Disadvantaged Areas (PTDDA) project provides a framework for UNDP's continued support to the Government for enhancing capacity at all levels for conflict prevention and peace building.
The PTDDA project builds on the achievements, best practices and lessons learned of its predecessor, Peace Through Development (PTD) project, which was implemented in Maluku, North Maluku and Central Sulawesi. This project will expand to Aceh and East Nusa Tenggara where underlying causes of conflict provide a continued risk to an outbreak of violence and where victims of conflict, in particular vulnerable women and children, continue to need support.
The PTDDA is a five-year project commencing in 2012, which will provide technical assistance and grants for developing and mainstreaming conflict sensitivity, contributing towards a sustainable development process. The project will support social cohesion activities and promote pluralism utilizing tools and mechanisms that have proven to be effective. By mainstreaming conflict sensitive planning for sustainable development, formulating policies and regulations, establishing institutional capacities at all levels in the targeted areas, the project will create safer and more stable communities. While PTD has focused more on integrating conflict sensitivity into the normal development process, PTDDA will move further by taking advantage of the opportunities for synergies among conflict prevention, disaster risk reduction, access to justice and poverty reduction.
Duties and Resposibilities.
The General Liaison Officer is responsible for assisting the Project Management Unit in accomplishing their tasks relating to all project activities in partnership with the Implementing Partner (IP), Responsible Parties (RPs) and various Project Partners, including the aspects of planning, coordinating, monitoring and reporting. Under the supervision of the National Project Manager, she/ he will perform the following functions
and duties:
Provision of Effective Liaison and Coordination:
- To facilitate coordination with the Implementing Partner (IP), Responsible Parties (RPs) and various Project Partners including the Government and civil society in order to facilitate smooth exchange of information with regards to the project activities;
- To undertake continuous liaison with the Implementing Partner (IP), Responsible Parties (RPs) and various Project Partners in order to maximize transparency and responsiveness of project activities;
- To coordinate workshops and meetings with the Implementing Partner (IP), Responsible Parties (RPs) and various Project Partners in developing specific action plans for respective outputs during project implementation;
- To facilitate the Implementing Partner (IP), Responsible Parties (RPs) and various Project Partners in ensuring that activities are in line with the agreed plans as described in the agreement between both parties;
- To support the Implementing Partner (IP), Responsible Parties (RPs) and various Project Partners in preparing project-related documents and to facilitate timely submission of requests for funds and disbursements of funds to project activities;
- To perform other related functions as required.
Management of Project Cycle and Technical Assistance:
- To provide technical assistance to the Implementing Partner (IP), Responsible Parties (RPs) and various Project Partners in the implementation of project activities and in complying with administrative and financial requirements, as well as in ensuring the timely delivery of inputs of each project outputs.
- To ensure reporting arrangements are in place and being implemented and ensure reporting requirements are met in a timely manner and meeting high standards;
- To manage monitoring processes for the project activities conducted by the Implementing Partner (IP), Responsible Parties (RPs) and various Project Partners and to ensure that the implementation is in accordance with agreed works;
- To perform other related functions as required.
Qualifications:
- At least 5 years of relevant professional experience with development projects and management at the country-office or field level;
- Bachelor degree in Development Studies, economics, anthropology and Participatory Development, social science, or other relevant field of study;
- Previous experience working in Government related projects and in close collaboration with both Governmental and non-governmental sectors;
- Demonstrated ability in working in project contexts including and understanding of project cycles, project formulation, monitoring, reporting and evaluation;
- Fluency in verbal and written English, but a limited knowledge acceptable if candidate matches other skill areas;
- Strong ability to draft, edit and produce written results-focused reports in Indonesian and ideally in English too;
- Proven capabilities with computers to keep records and produce reports;
- A full understanding of and commitment to gender issues;
- Good communication, interpersonal and liaison skills;
- Experience in working in an international group of counterparts and stakeholders;
- Must be a good team player committing to enhancing and bringing additional value to the work of the team as a whole;
- Willingness and ability to travel to remote field sites.
