MEAL Officer - HBCC Project

ROLE PURPOSE:
Save the Children in Indonesia is changing for the better. We've begun to build a national organization that aims to be a strong, local, and self-sustaining voice for children in Indonesia. To this end, SC Indonesia has been designated as an “Associate Member”. As ‘Associate Member’ Indonesia has been identified as part of the next way of new member development, which focuses on strengthening and localizing our voice for children in strategic middle-income countries. Indonesia has been authorized by member ballot to start fundraising locally as a first step towards building a financially sustainable local organization. Future work will also involve developing a strong local governance structure and building key partnerships with local government, the private sector, local civil society among others. The success of the pilot phase will set Indonesia on a pathway to full membership.

HBCC- Hygiene and Behavior Change Coalition- is an interactive messaging and behavior change communication to prepare and equip children and families to adopt and sustain behaviors that will reduce their health risk, specifically handwashing with soap. HBCC aims to prevent the spread of COVID-19 among children, caregivers, their families, and the wider communities and to build resilience from future outbreaks in West Java and in Jakarta. SC Indonesia will uphold critical implementation strategies to ensure high participation, increase community empowerment, and building on local capacity to secure ownership to response activities.

The project will also support the transition back to school and the messaging around health. Although Indonesia’s COVID-19 caseload is currently quite low and recently the Government has increased its testing capacity dramatically, we are assuming that cases will sharply increase before containment measures start taking effect. In responding to the COVID-19 crisis, SC Indonesia is closely engaged with the National Taskforce for COVID-19 which is led by the Indonesia National Disaster Management Agency.

Under the supervisory of Program Manager, the MEAL Officer will ensure staff adequately understand the complex Monitoring Evaluation and Learning (MEAL) framework of the program and support the team with mechanisms to monitor activities and report against indicators. The post holder will ensure that learnings from the project are documented and shared to improve the quality of interventions, and that community accountability mechanisms are established and maintained infield area. S/he will have close coordination with Humanitarian MEAL Manager in the National Office to ensure the MEAL activities follow the organization procedure and contribute to updating the response strategy at the field level.

The post holder will contribute to the achievement of the global KPIs on Operations Delivery, and contribute to the achievement of global KPI’ as follows:
  • Awards management
  • Risks and financial management
  • Global Management Indicators
  • Program KPI
  • Humanitarian and Emergency Response
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

QUALIFICATIONS AND EXPERIENCE

Essential
  • At least three years work experience with non-governmental organizations, and experience in managing M&E for Child Right Program (health, nutrition, road-side safety, child protection, inclusive education, youth education, child right business principles and child right governance)
  • Having experience in Emergency Response is preferable
  • Proven experience in implementing monitoring and evaluation methodology, able to use statistical analysis, experimental design, sampling methodology, and/or data collection and analysis for program improvement and reporting.
  • Proven ICT skills, and experience in management database as well as using various techniques including mobile, GIS, and data analysis software, such as SPSS.
  • Excellent interpersonal skills and demonstrated ability to lead teamwork as well as to develop and maintain strong relationships project staff and beneficiaries.
  • Ability to perform and prioritize multiple tasks.
  • Experience building organizational capacity in monitoring and evaluation and/or training individuals in monitoring and evaluation
  • Ability to design system and application requirements based on users output requirements.
  • Excellent written, verbal and presentation communication skills in English and Bahasa Indonesia
Desirable
  • I have experience working in West Java and Greater Jakarta.
  • Home-based at West Java / DKI Jakarta province, speaking the local language is an added value.
