Title: Country Director

Project: USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project in Indonesia


Chemonics International seeks a Country Director (based in Jakarta, Indonesia) to support the United States Agency for International Development (USAID) Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project in Indonesia. GHSC-PSM is the primary vehicle through which USAID 1) procures and provides health commodities, 2) provides technical assistance to improve partner country management of the health supply chain, and 3) collaborates with key international stakeholders to support global health initiatives. In Indonesia, GHSC-PSM operates under the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) funded task order to conduct HIV and tuberculosis supply chain strengthening activities that support Indonesia on its journey to self-reliance.

The Country Director will provide overall strategic direction and leadership for the GHSC-PSM project in Indonesia. The Country Director will manage the development of technical strategies and work plans; monitor programmatic, financial and administrative performance; supervise the administration of standard project operating and financial procedures; manage short and long-term technical assistance; and maintain effective communication with USAID, the Chemonics home office, key public and private partners in Indonesia, and other donors and cooperating agencies. This long-term position will require occasional local, regional, and international travel. Responsibilities include:
  1. Maintain strong and positive working relationships with clients and partners including USAID and local governments
  2. Develop and implement annual work plans and budgets that reflect the priorities of USAID, the Ministry of Health, and other key stakeholders
  3. Ensure the use of appropriate management methodologies to plan, organize, and control resources to achieve goals
  4. Develop, implement, and review appropriate staffing, technical assistance, and procurement plans that lead to the effective implementation of the project’s strategy and work plan
  5. Strategically identify capacity gaps and arrange for appropriate training of field staff
  6. Manage office operations in adherence with policies and procedures in project management, including HR management, procurement, finance, and administration
  7. Develop, update, and implement performance monitoring plan that encompasses commodity security and logistics management indicators and includes project-wide performance measures
  8. Oversee regular data collection and reporting and lead quarterly reviews of performance analysis to identify issues and drive evidence-based interventions
  9. Assess risks quarterly and implement risk management/mitigation strategies for procurement and logistics services
  10. Coordinate with relevant stakeholders to build the capacity and capability of national systems
  11. Report results to USAID, the Ministry of Health, other donors, and the home office; ensure timely submission of all deliverables
  12. Maintain knowledge and understanding of all office rules and procedures set forth in the field office policy manual and other Chemonics standard operating procedures
Qualifications:
  1. Advanced degree in medicine, public health, supply chain, logistics, project management, or a related field, or a bachelor’s degree in the same fields plus an additional five years of work experience beyond the required ten years below
  2. Minimum ten years of experience in public health program management, pharmaceuticals and medical supplies, and/or supply chain management systems
  3. Minimum five years of experience leading development projects overseas; experience working with U.S. government or USAID implementing partners preferred
  4. Demonstrated ability to manage and implement complex USAID public health projects in a developing country
  5. Ability to create efficiencies and lead operational transformation in large complex public health programs, preferably with experience in medical procurement, logistics, or supply chain management
  6. Skilled in leading and managing high-performing teams; ability to build capacity of team members and local government counterparts
  7. Proven ability to collaborate with host-country officials, donors, and other key stakeholders
  8. Excellent interpersonal, written, and oral communications skills; proven diplomatic and public relations skills
  9. Demonstrated leadership, versatility, and integrity
  10. Fluency in English required; proficiency in written and spoken Bahasa Indonesia preferred
