ZSL International Job Vacancy: Endline Assesment Consultant - Bogor, West Java

The Zoological Society of London is an international wildlife conservation organization with a focus on science-based and pragmatic solutions. ZSL has been active in Indonesia for about 10 years, with a particular focus on the overlap between industrial development and biodiversity conservation. ZSL Indonesia is based in Bogor, West Java, with existing field projects in Jambi and South Sumatera. We are now looking for:


ZSL Indonesia is a highly diverse programmed with projects involving climate change, public-private-people partnerships, sustainable landscape management, in addition to species conservation (namely the Sumatran tiger), protected area management, and combatting wildlife crime.

Key Purpose of the Job
KELOLA Sendang is a ZSL-run project, working with the Indonesian Government, communities and the private sector across 1.6 million hectares in South Sumatra – an area roughly 10 times the size of Greater London. This landscape lies between two protected areas: Sembilang National Park – where the Sumatran tiger population has almost doubled to 32 individuals since the start of ZSL intervention – and Dangku Wildlife Reserve.

The name KELOLA Sendang comes from Indonesian Bahasa, and loosely means 'spring water' and 'partnerships for landscape management'.

In order to connect these two tiger habitats, we work with the private sector to promote sustainable production, including using ZSL’s SPOTT programme to increase transparency and corporate accountability, so that stakeholders can monitor and manage the risks of commodity production. We work with the government to push conservation up the provincial and national agenda, while supporting the national ‘Green Growth Vision’, and working to restore and rehabilitate degraded land.

KELOLA Sendang also works with 21 villages across the landscape to ensure sustainable livelihoods, especially so that they can strengthen their agriculture businesses while using land in an environmentally friendly way.

Ultimately, KELOLA Sendang focuses on building and managing a sustainable landscape, where all species that call it home (humans and tigers) can thrive!

The broad objective of the project was: Inclusive economic growth and community growth and prosperity, biodiversity conservation, forest protection and restoration and the ending of deforestation, peatland drainage and wildfires that reduces land-based GHG emissions.

The project outputs were split across the 5 pillars of sustainable landscape management: Conservation, Livelihoods, Production, Institutions and Knowledge Management.

Main duties and key responsibilities
The purpose for this evaluation is to independently assess the performance of the project and capture project achievements, challenges and best practises. It will also review the recommendations of the project in reporting, and assess the extent to which these were implemented. The evaluation will ensure accountability towards UKCCU & NICFI as a donors and the beneficiaries of the program. Likewise, it offers collective learning for all the stakeholders involved in the project.

The evaluation will identify key lessons learned, challenges and the flexibility of the programme to adapt and respond to the changes and sustainability of Technical Vocational Education and Training in project landscape in South Sumatra.

The end of programme evaluation will have three objectives:
  1. Objective 1: Evaluate to what extent the KELOLA Sendang project in South Sumatra has delivered relevant, effective and efficient activities particularly measure the indicator output ) and assess in 21 village as project beneficiaries as set out in the project logframe and against the baselines.
  2. Objective 2: Assess whether the collaboration between implementing partners, governing bodies, the private sector and local communities has added value, to the interventions with a positive effect on beneficiaries and other stakeholders base on the outcome and slightly on impact indicator on the logframe.
  3. Objective 3: Identify and assess key lessons learned, challenges and draw recommendations for sustainable landscape management programming in the future. This should also include the level of optimism/realism when the programme was designed; quality of management; partner performance; quality of interaction of other stakeholders; and sustainability. It should show how the project has adapted during implementation and show how lessons have been shared.
Deliverables
The consultant will submit the following deliverables within the agreed timeframe and budget:

1) A research outline, which will serve as an agreement between parties on how the evaluation will be, conducted. This will address the following:
  1. An understanding of the objectives raised in the ToR and how to access them
  2. Primary & secondary research methodology (including sample sizes)
  3. A timeline of activities and travel
  4. A Proposal for the learning event in Palembang or Bogor
  5. Detailed budget
  6. Raw data in any of the following statistical packages (STATA, SPSS, cSPro) and also transcribed qualitative scripts
2) List of interviewees with accompanying informed consent forms and a copy of all raw data

3) PowerPoint presentation of preliminary findings to ZSL staff in Palembang or Bogor

4) A 45-page (max) draft of the final evaluation report (in MS Word), excluding annexes and in English.

The report should be in the following format, submitted to, ZSL, Indonesia Country office and ZSL Asia Team, Head Office, London. Results should include visuals (e.g. maps, graphs, infographics, photos etc) to accompany explanatory text.
  1. Executive Summary (max. 2 pages)
  2. Introduction
  3. Methodology, including sampling and limitations
  4. Analysis and findings of the evaluation (addressing objectives 1-3 listed above)
  5. Lessons learned
  6. Pull out case stories of successes and quotes from respondents
  7. Conclusions for each of the end line evaluation objectives
Recommendations
Annexes: Any additional visuals (maps, photographs etc.), Bibliography & Final data collection tools

5) Learning event for internal project in Palembang or Bogor

6) A max -45page final evaluation report (in MS Word), excluding annexes and in English.

The report should be in the format indicated below, to be submitted to KS Project ZSL, Indonesia Country office. This should be in the format above and incorporate any additional findings from the learning event.

Recruitment Qualification:
  1. This recruitment is limited to bids from institutions/organisations [QZ1]
  2. Bidders must meet the following eligibility requirements. Bids of non-compliant bidders will not be technically or financially evaluated.
  3. The bidder shall provide evidence as eligible as consultant or legal entity for company/institution.
  4. The bidder must warrant that it is financially solvent, ie. able to meet all its debts as and when they fall due.
  5. The bidder must warrant that there is no legal action being taken against it for any cause in any legal jurisdiction. If such an action exists and the bidder considers that it does not affect its ability to deliver the RFP requirements, it shall provide details of the action(s).
  6. The bidder must demonstrate that it has been engaged for providing consultancy services for at least two KM Projects in reputable organization either within or outside the country during last 5 years.
  7. The bidder shall provide references (including Referee names and contact details) and a documented project management methodology in respect of major projects as stated at point no. 5
  8. Bidder must warrant that key project personnel to be deployed in this project have been sufficiently involved in similar projects in the past and have the requisite domain experience
  9. The bidder must organize the bid in accordance with the format specified in the tender document
