USAID IUWASH PLUS - USAID Indonesia Urban Water, Sanitation and Hygiene 'Penyehatan Lingkungan Untuk Semua' (IUWASH PLUS) program is a five-year initiative to assist Government of Indonesia in increasing access to water and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable population. Implemented by DAI Global LLC also with the support of SNV, IUWASH PLUS works with governmental agencies, private sector, NGOs, communities and others to achieve the following "high level" results:
- An increase of one million people in urban areas with access to improved water supply services of which at least 500,000 are from the poorest 40% of the population; and
- An increase of 500,000 people in urban areas with access to an improved sanitation facility and all of whom are from the poorest 40% of the population.
OBJECTIVE - The primary objective of the above position is to support implementation of IUWASH PLUS’ sanitation marketing activities in providing access of sanitation through strengthening business development services (BDS).
SCOPE AND RESPONSIBILITIES - The Sanitation Engineer for Community and On-Site Systems will assist IUWASH PLUS WASH staff at the local level in a range of activities to ensure proper construction of appropriate sanitation facilities that meet national standards (SNI) and which in most cases will be based on available designs. His/her responsibilities and duties will involve supporting IUWASH PLUS regional and local personnel in the development of community and on-site sanitation systems through:
- Conducting technical assessments in targeted communities (and households where necessary) to ensure that the choice of infrastructure (individual septic system, shared septic systems, community treatment plant or IPAL) are feasible and appropriate.
- Providing technical training to micro- and small-scale construction contractors (WASH Entrepreneurs) to ensure their understanding of and compliance with SNI standards.
- As needed, assisting WASH Entrepreneurs in better understanding management requirements of SNI systems (Bill of Quantities, Specifications, etc.)
- Advising local community leaders on technical, operation and maintenance requirements related to sanitation improvements. As required, supervising local construction work to ensure compliance with both SNI standards as well as site safety and other requirements.
- Advising program staff on areas of potential improvement as concerns community-and household-based construction.
- Maintaining regular contact with IUWASH PLUS personnel (WASH Facilitators, Behavior Change / Marketing Specialists, Urban Sanitation Specialists, etc.) joining IUWASH meetings, and providing advice as indicated.
- Assisting the Senior Specialist / On-Site Sanitation in monitoring progress at the local and regional level and advising on areas of potential improvement.
- Providing other engineering support services as requested.
IUWASH PLUS OUTCOMES - The above proposed activities will contribute to the following IUWASH PLUS outcomes:
- HR 2: People gaining access to safely managed sanitation services.
- C1-a: Number of people from the bottom 40% by wealth gaining access to shared or basic sanitation services as a result of USG assistance
- C1-c: Number of WASH business development services firms accessible to targeted areas
- C1-d: Number of WASH enterprises with improved WASH product or services offerings as a result of US. Government assistance
The Sanitation Engineer for Community and On-Site Systems is expected to be resident in the following regional USAID IUWASH Plus office location:
- Jakarta Pusat, providing consultancy services also in other locations of DKI, West Java and Tangerang
- Surakarta, providing consultancy services also in other locations of Central Java
- Surabaya, providing consultancy services also in other locations of East Java
- Medan, providing consultancy services also in other locations of North Sumatra
- Makassar, providing consultancy services also in South Sulawesi and Eastern Indonesia
- At least 3 years professional experience (preferably in community / household-based sanitation programs, such as the SANIMAS program or other)
- Bachelor's degree in Civil/Environmental Engineering (S1)
- Able to prepare reports and documentation on work implementation (In Bahasa Indonesia)
- Available on short notice for assignments on demand
- Preferably live in the area of Regional Office
