Monitoring, Evaluation, and Learning (MEL) Specialist

ESSENTIAL QUALIFICATIONS:
A candidate with a bachelor’s (S1) degree, preferably master’s degree in natural sciences, social sciences, or related studies:
  1. Well knowledge and skills in monitoring and evaluation theory, methods, and approaches;
  2. Sufficient knowledge on social, political, economic, and environmental issues with some knowledge on the prevention of forest fire, law enforcement, restoration and conservation, and social forestry;
  3. Excellent technical writing skill;
  4. Good interpersonal skill and good team player;
  5. Good Information Communication Technology (ICT) skill;
  6. Ability to work with multistakeholders of different levels and village communities.
WORK EXPERIENCE:
  1. Minimum of five years’ experience in monitoring, evaluation, and learning of environmental or social sector programs;
  2. Experience of working with MIS system and using statistical packages such as SPSS is a plus;
  3. Experience and high degree of competency in using Windows-based computer programs;
  4. Thorough knowledge of monitoring, evaluation, and learning, data dissemination techniques, generation of reports, and documentation;
  5. Familiarity with monitoring and evaluation indicators used in environmental sectors;
  6. Excellent oral and written communication skill in Bahasa Indonesia and English.
ROLES AND RESPONSIBILITIES:
  1. To develop indicators/templates for report/dash boards/score cards;
  2. To establish key baselines for the initial program;
  3. To examine data for inconsistencies and follow-up with the states for rectifying the errors;
  4. To prepare MEL methodology for effective utilization of data;
  5. To ensure program reporting is managed properly and provide relevant information/data during the report development process;
  6. To compile reports based on data analysis using statistical tools for providing to different stakeholders;
  7. To identify gaps and suggest ideas or solutions for improving existing MEL system;
  8. To involve in the unit’s programs as providing a training to the organization and partners;
  9. To develop indicators, related targets, sampling procedures for supplementing MEL process of the local partners;
  10. To liaison with third parties and stakeholders;
  11. To travel to the program sites as required by the unit and organization;
  12. Any other relevant work assigned by the supervisor.
