THE WASH SDGS FOR SUSTAINABLE AND INCLUSIVE CITIES PROGRAMME
SNV understands safe sanitation and hygiene services as a pre-condition for health and economic development in cities. With Indonesia’s urbanization rate at 2.3% (World Bank, 2018), a failure to invest in urban sanitation will become a barrier for almost any development in the country. Access to sanitation is a human right and governments are the duty bearers of progressive realisation of this right. With the Sustainable Development Goals (SDGs), notably SDG 6 and the 2020-2024 RPJMN, Indonesia is committed to work towards universal access to safely managed sanitation services, this means services for all and addressing the safety of the entire sanitation chain from access to safe disposal or re-use.

Through the Dutch Government funded WASH SDGs programme, SNV supports local governments of Bandar Lampung & Metro Cities in Lampung Province and Tasikmalaya City in West Java Province in achieving sustainable and inclusive city-wide sanitation services, in line with national programmes and targets. Together, we change the way human waste is managed by addressing different needs among the population, different parts of the sanitation service chain, and different geographical areas with appropriate service delivery models.

SPECIFIC OBJECTIVES THE RESEARCH

This research is aimed at:

  1. Increasing knowledge and understanding on the potential resource recovery of dried FS as co-compost and fertilizer and on the potential reuse of dried FS as solid fuel;
  2. Collecting and analyzing the data and information about the demand, market opportunity, and market acceptance of dried-FS-based co-compost, fertilizer, and solid fuel;
  3. Collecting the information on relevant regulatory tools and institutional arrangements;
  4. Developing suitable business model and financial analysis for the production of dried-FS-based co-compost, fertilizer, and solid fuel.
TIMING AND RESEARCH LOCATIONS
The research period is 7 weeks and may be started from the 24th of October 2019 (as soon as possible upon consultant appointment and contract assignment).

The research study areas are Bandar Lampung, Metro and Tasikmalaya City. Dried FS are to be collected from the local FSTPs in the three cities, i.e. Instalasi Pengelolaan Limbah Tinja (IPLT) Bakung in Bandar Lampung, IPLT Karangrejo in Metro, and IPLT Singkup in Tasikmalaya City.

QUALIFICATIONS
A team of consultants is expected (not a single individual), up to 4 members. The consultant team should be comprised of (at least):

  1. One highly qualified (masters level minimum and 5 years’ experience) sanitation/environmental/ chemical engineer (or a relevant academic background)
  2. One highly qualified (masters level minimum and 5 years’ experience) market research/analyst
  3. One qualified social sciences expert, able to deal with socio-cultural/ acceptability aspects 
  4. Other(s) with relevant profile

The consultant team must be fluent in Bahasa Indonesia and able to write report in English.
