International Business & Technical Consultants Inc. (IBTCI) is
currently seeking a Local Consultant for an evaluation of the United
States Department of State (DOS) Bureau of International Narcotics and
Law Enforcement Affairs (INL) Criminal Justice Programs in Indonesia.
The purpose of the evaluation is to assess the effectiveness of five of
the projects being undertaken through two INL-funded Criminal Justice
programs in Indonesia. As a result of these activities, INL aims to
achieve: 1.) a determination of the effectiveness of showing evidence
based outcome results of INL-funded criminal justice programs; 2.)
identified lessons learned and best practices that will benefit the INL
rule of law programs in Indonesia; and 3.) timely analysis for
management decisions. The period of performance will be 7 months, with
travel in Indonesia. The role of the Local consultant will be to assist
the evaluation team during fieldwork and to support data collections. Required Qualifications -
Local Consultant must possess:
• At least three years’ experience working on rule of law and /or
security sector reform programs and a strong understanding of this type
of programming in Indonesia
• A Bachelor’s degree in a field relevant to rule of law
• Evaluation expertise and experience
• Knowledge of donor assistance in justice sector reform
• Fluency in English
