Background
The National Project Officer (NPO) will support the Chief Technical Advisor (CTA) to execute the "PROMISE IMPACT - Promoting Micro and Small Enterprises through Improved Entrepreneurs’ Access to Financial Services". The position is based in Surabaya, East Java and under the responsibility of the ILO Country Office for Indonesia and Timor-Leste (CO-Jakarta). The project will be backstopped technically by the Social Finance Programme Unit in the Enterprises Department (ENT/SFP) and relevant specialists in DWT Bangkok.

PROMISE IMPACT is a three year project implemented by the International Labour Organisation (ILO) with funding from the Swiss State Secretariat for Economic Affairs (SECO). The project aims to promote employment and productivity by supporting micro and small enterprises (MSEs) to access improved financial and non-financial services. The project seeks to test an innovative approach by partnering with selected socially-oriented financial institutions to offer a range of financial and non-financial products and services to create greater value, stimulate job creation, and productivity while ensuring profitability of financial institutions. The project has been running for a little under two years and it is expected that the current phase will continue through April 2019.
The Position
The NPO shall report to the CTA and work closely with the NPC (National Project Coordinator) based in Jakarta. She/he will receive technical guidance, support from ENT/SFP in ILO HQ and other relevant technical specialists at the HQ and in the region (Bangkok DWT) as required. The NPO will provide technical assistance to partners (financial institutions), ensure effective implementation, monitoring, reporting, and evaluation of the project.
Duties and Responsibilities
- Participate in the development of project annual work plans and regularly update it in response to challenges and feedback to ensure effective implementation of the project.
- Ensure effective coordination of project activities in order to deliver integrated and comprehensive interventions; assist the CTA and other Jakarta-based staff in the preparation of budget estimates and expenditure forecasts.
- Maintain a close working relationship with the partner financial institutions and conduct regular project site visits; identify capacity constraints and provide or outsource technical assistance to partner institutions.
- Assist in organizing stakeholder meetings/exercises, seminars, workshops for partners in the province. In this regard consult with the partners and plan capacity development activities in consultation with the CTA and the NPC.
- Develop strong relationship with provincial stakeholders such as the Governor’s Office, SEKDA, BAPPEDA, OJK etc; provide briefings to them on a regular basis and solicit their support for smooth implementation of the project.
- Coordinate with local institutions responsible for promoting inclusive finance such as TPKAD; identify capacity development needs and in consultation with the CTA arrange training and knowledge-sharing events for them.
- Monitor progress of project activities by reviewing, verifying and analyzing work plans, progress reports, and review other data for clarity, consistency and completeness.
- Prepare inputs for technical briefs, periodical reports, technical reports and statistical data on status of project activities. Also, follow-up with partner institutions to ensure timely submission of reports.
- Brief project stakeholders including ILO specialists, visiting officials, donors and provide relevant information on programme matters.
- Perform other duties as may be assigned by the CTA and/or the Director of ILO Jakarta.
Education - Completion of undergraduate degree or diploma in a relevant field
Experience – At least five years of professional experience in provision of financial services, especially to micro and small enterprises.
Languages - Excellent command of English and Bahasa Indonesia
- Competencies:A solid understanding of inclusive finance and access to financial and business development services for SMEs in Indonesia.
- Ability to share knowledge in the spirit of building on relevant experience and expertise of others inside and outside the project as well as sharing knowledge with others.
- Familiar with project cycles and budget, and monitoring of projects.
- Demonstrated ability to plan, implement, manage, monitor and evaluate project activities and expenditure.
- Good knowledge and experience regarding gender mainstreaming.
- Good moderation, facilitation and training skills.
- Demonstrated ability to liaise and negotiate with government departments, financial institutions, and research centres.
- Good communication and presentation skills, both written and verbal, in English and Bahasa Indonesia.
- Excellent analytical skills; ability to work in a team and good interpersonal skills.
- Familiar with computer applications such as Word, Excel, and preferably other skills.
