ZSL Indonesia Job Consultant: Kolega Sumsel Project Portal, Monitoring Evaluation and Reporting System and Spatial Planning Information System - Palembang

Position Information

Title: Consultant

Reports to: Biophysical Data and MER system Manager 
Duty Station: Palembang
Expected Places of Travel (if applicable): Palembang, Musi Banyuasin, Banyuasin District Area
Duration of Assignment : 11 Months

Scope of work
The consultant will provide consultancy services based on following works:

• Develop an interactive geodatabase supported by an integrated secure storage system
• Developing MER System and specific SMART capabilities 
• Establishment of data sharing mechanism and agreement towards one map system with Government as data custodian, and including related stakeholders, and communities

Deliverables/Final Products Expected

• Develop an interactive geodatabase supported by an integrated secure storage system
• KOLEGA SUMSEL, interactive portal, with Web-GIS design, multi users, and security application for the selected users/administrators 
• Query system for geodatabase and attribute data search in KOLEGA SUMSEL
• Application for interactive communication (upload-download, users chatting, documents, spreadsheet) for the selected users 
• Deliverables required to be accomplished in three months
• Developing MER System and specific SMART capabilities
• MER System Application which potential integrated with national MRV system
• MER Collect Application which adopt and integrating SMART Application and Dashboard Application for Reporting System
• Evaluation mechanism for MER System where integrated with Spatial Planning Information System (SITARUNG)
• Need Assessment for mainstreaming MER System in provincial level towards national level
• Deliverables required to be accomplished in four months
• Establishment of data sharing mechanism and agreement towards one map system with Government as data custodian, and including related stakeholders, and communities
• Spatial Planning Information System (SITARUNG) interactive application, with Web-GIS design, multi users, and security application for selected users/administrators.
• Query system for geodatabase and attribute data search in KOLEGA SUMSEL
• Application for interactive communication (upload-download geospatial data, users chatting (stakeholder’s forums), documents, spreadsheet) for the selected users
• Report SOP (Standard Operational Procedure) for SITARUNG, and Data sharing mechanism among data custodian and owners
• Report for supporting regulation to promote SITARUNG at the Pergub level
• Report for data management capacity strengthening for KOLEGA SUMSEL, MER System, and SITARUNG
• Report for spatial planning implementation demonstration according to SITARUNG Application
• Deliverables required to be accomplished in four months

Recruitment Qualifications

• Organizations with experiences in building up project portal; as well as ability and experiences in developing spatial planning information system and Monitoring Evaluation and Reporting (MER) system (necessary) 
• Minimum 5 years’ successful experience working in Forestry, Biology and or other natural sciences
• Previous and current work (directly or indirectly) with Government of Indonesia Institutions and international program organization would also be a strong advantage, especially possesses to deal with MRV and REDD+ context
• Strong analytical and interpretative problem solving skills
• Excellent understanding of the MRV/MER System knowledge and spatial context (Required) 

Skills & Abilities

• Understanding of management information system
• Good level of data reporting and analytics competencies (content knowledge)
• Good communications and writing skill
• Motivated and resourceful, with the proven ability to multi-task and operate successfully under tight deadlines and time pressures
• Strong written and verbal communication skills, preferably a high level of written and spoken English; 
• Flexible and able to work under pressure and often to tight deadlines; including an ability to prioritize jobs;
• Able to use initiative and work both independently or in a group, such as in remote areas with very limited facilities. 
• Able to deal with tight schedule and unscheduled tasks, and target oriented
• A company or organization registered in Indonesia with proven working license to operate in the country
