Strategic and Policy
The successful candidate will be stationed in Jakarta, Indonesia and will be offered a 3-year contract, with a probationary period of three (3) months. The contract may be extended by the Executive Director depending on performance. The salary shall be commensurate of the educational qualification and experience of the candidate. All other applicable benefits shall be subject to the ACE consolidated rules and regulations. The successful candidate is expected to be on-board at the soonest.

Strategic and Policy
- To management, maintain and development of all ICT equipment and the provision of technical advice and support for ICT related activities in-line with the formal strategic plan and objectives of the ASEAN Centre for Energy.
- Advise on the strategic direction of key ICT resources including websites, information databases, ICT systems (software and hardware) and other associated communication systems.
- Develop or improve the ICT policy and guidelines as and when necessary.
- Oversee and enforce implementation and compliance of ICT policy.
- Analyze technology requirements and develops functional specifications. Conducts comparative analysis and competitive bidding when necessary.
- Oversee the development and implementation of all ICT projects for or initiated by the ASEAN Centre for Energy such as, among others, websites/portals, knowledge/document management systems, intranet etc.
- Define and evaluate user needs and system functionality and ensuring that ICT facilities meet the needs.
- Determine opportunities for improvement of current ICT systems, and assess future ICT needs by consulting with all level staff of the ASEAN Centre for Energy.
- Coordinate with users and external consultants in preparation and implementation of ICT projects.
- Plan, develop and manage the annual operating plans and budgets of the Division that will drive the delivery of quality ICT services/solutions as well as ensuring cost effectiveness.
- Manage the work flow of the Division to provide appropriate technological support to users, meetings or other related events hosted in the ASEAN Centre for Energy.
- Develop and manage practical and effective Back-up/Recovery Plan.
- Manage the ASEAN Centre for Energy’s ICT network (LAN, WAN and Wireless), systems (video conferencing, firewall, backups, domain controller, DNS, email, internet, etc), Application Systems (Financial, intranet, Library, etc), infrastructure (cabling, server room, etc) and other equipment (PCs, Laptops, Printers, Scanners, etc).
- Oversee implementation of upgrading ICT facilities, systems and ICT equipment periodically or as and when necessary.
- Plan and implement standard hardware and software to meet the development of the ASEAN Centre for Energy operation activities.
- Develop and maintain a good relationship and coordination with third party vendors or ICT service providers that provide ICT maintenance and services to the ASEAN Centre for Energy.
- Maintain ICT contracts and provide inputs on agreement/contracts between the ASEAN Centre for Energy, vendors and consultants.
- Maintain ICT inventory and disposal.
- Propose training required to improve ICT Division staff skills and competency.
- Manage effectively the deployment of resources in the ICT function for achieving the overall targets.
- Serve as a resource person for consultations, meetings, workshops, or trainings in the area of ICT that relevant to the ASEAN Centre for Energy.
- A Bachelor’s Degree in Information Technology, Information Management System, or other appropriate specialist discipline. A Master’s degree is an advantage.
- At least three (3) years working experience in the information technology or in other relevant field.
- High-level technical skills and knowledge in area of responsibility.
- Proven ability for accuracy under pressure and adherence to deadlines.
- Possess a high degree of independence, objectivity and integrity in all aspects of personal and work activities/relationships.
- Demonstrate ability to develop and maintain sound working relationships with stakeholders.
- Demonstrate commitment to collaborative work practices.
- Demonstrate skills in problem solving, planning and the development of policies and procedures.
- Demonstrate ability to work effectively with people at all levels of the organization.
- Experience in identifying training and professional/technical development needs and ability to conduct both formal and on the job training.
- Demonstrate sound oral and written communication skills and sound interpersonal skills, including experience in cross-cultural environment and international settings.
- Excellent command of English, written and spoken
