Save the Children in Indonesia is changing for the better. We've begun to build a national organisation that aims to be a strong, local, and self-sustaining voice for children in Indonesia namely Yayasan Sayangi Tunas Cilik Tunas Cilik. To this end, Yayasan has been designated as a “Prospect Member of Save the Children” which focuses on strengthening and localizing our voice for children in strategic middle income countries. Currently Save the Children’s programs in Indonesia is implemented by Yayasan Sayangi Tunas Cilik. We work in eleven provinces, have staff of approximately 300 local professionals, and programming in Child Protection, Education, Health and Nutrition, Disaster Risk Reduction, and Humanitarian Response.

CONSULTANCY WORK FOR FINAL EVALUATION OF THE FAMILIEST FIRST (FF) PROGRAM OF YAYASAN SAYANGI TUNAS CILIK (YSTC)
The objective of this consultancy is:
The evaluation has two objectives with each key evaluation question as follow:
- To assess the overall achievements of ANCP FF project on outcomes and impact during implementation since 2014, including identification of best practices for sustainability of the Families First projects as well as intended and unintended changes that took place in the lives of targeted populations.
- To what extent has each of three objectives been achieved and thus contributed to the goal?
- What significant changes have taken place in the lives of boys and girls as well as their parents (female and male primary caregivers) in the FF targeted communities? (both intended and unintended changes)
- What changes in institutional mechanisms and policy has occurred over 3 years with the implementation of the FF?
- What learning materials and examples of best practice have been produced as part of the project, and how these been disseminated?
- What challenges of the project faced?
- How exit strategies establish to ensure sustainability?
- How do the targeted children and their parents (primary caregivers) view the FF interventions and changes that were made by those interventions?
- To describe the effectiveness, relevance and sustainability of the PDAK model and case management approach in establishing a child protection response mechanism and in improving provision of alternative family based care options in NTT and Lampung for further successful scale up and lifting the program to other areas.
- What advantages or disadvantages do children, their parents, social workers, government officers and service providers find in the PDAK model and case management approach?
- What most significant changes made by local governments and other stakeholders are reported in the context of child protection and care system development in NTT and Lampung?
- What evidence and best practice examples are found in the PDAK model and case management approach for establishing a child protection response mechanism and in improving provision of alternative family based care options?
- How do internal PDAK components work together to establish child protection and care; and which components have been most effectively and most ineffectively implemented?
- What lessons learned can contribute to scaling up of the PDAK in other areas?
