Chemonics International Job Vacancy: Senior laboratory advisor - Indonesian

Chemonics seeks a senior laboratory advisor to support the ongoing USAID Global Health and Supply Chain Program – Procurement and Supply Management project in Indonesia. Based in Jakarta, the senior laboratory advisor will carry out targeted technical assistance and planning for the National Tuberculosis Program (NTP) in support of the procurement and management of a large number of Gene Xpert machines, and provide oversight and management to Xpert connectivity software (including GXAlert/Aspect) rollout and scaleup. He/She will also provide technical assistance and support to the National AIDS Program (NAP) to develop a national laboratory strategy. The senior laboratory advisor will report to the project's technical director,​ We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
  • Support the NTP to introduce and implement a diagnostic connectivity solution (GXAlert/ASPECT) for the entire network of diagnostic instruments, including existing and planned Gene Xpert instruments, liquid culture systems, and line probe assays
  • Adapt the GXAlert dashboard to the Indonesian context, and assist with monitoring data and building capacity at the national, provincial, and district levels to inform better utilization of Gene Xpert
  • Work with the Ministry of Health (MOH) to develop new or scale up existing specimen transport/referral mechanisms to move specimens between facilities for diagnostic testing
  • Support the NTP to optimize the existing diagnostic network for tuberculosis (TB) and other diseases through mapping software
  • Identify a designated laboratory team, in consultation with other stakeholders, within the MOH and National Laboratory Network, and provide mentorship, training, and support to develop a revised lab network
  • Continue existing activities that support the MOH in line with USAID/Indonesia's development assistance priorities, including providing targeted technical support for scaleup and expansion of Gene Xpert
  • Support NTP and NAP with TB-HIV crosscutting laboratory activities
  • Support the National AIDS Program in developing a national laboratory strategy
  • Contribute to the learning, technical strategy development, and external engagement of the GHSC-PSM lab team at headquarters
  • Assist the technical director in general oversight and management of operations and in targeted improvement initiatives
Qualifications:
  • Minimum three years of medical or clinical laboratory technology experience and a master's degree; or minimum five years of medical or clinical laboratory technology experience and a bachelor's degree
  • Experience working in clinical laboratory services or national programming for laboratory services for the monitoring of TB or HIV treatment
  • Experience with quantification, procurement, or supply chain management tasks related to lab reagents and other consumables, or other health commodities required
  • Current knowledge of existing developments in the field of laboratory supplies and technology required
  • Understanding of national level-laboratory organizational structure (laboratory network) highly preferred
  • Knowledge of TB and HIV prevention, care, and treatment approaches in Indonesia
  • Excellent written and oral communication skills
  • Proficiency in Microsoft Excel, Word, and PowerPoint applications
  • Experience with statistics software (SAS, Epi Info, SPSS) desired
  • Authorization to work in Indonesia required
  • Demonstrated leadership, versatility, and integrity
  • Working proficiency in Bahasa Indonesia and English required
