The Regional Advocacy Officer Green and Inclusive Energy is part of the Green Energy Team in Jakarta and reports directly to the Senior Programme Manager Climate, Energy and Development in Hivos Head Office under supervision of the Green Energy Programme Development Manager in Jakarta.

Functional context
In 2015, Hivos Global Office and several international civil society organisations partnering with the Dutch government launched a five-year lobby and advocacy programme called the Strategic Partnership Green and Inclusive Energy (SP-Energy). The programme is globally led but nationally designed, aims at empowering and engaging citizens in order to way the public debate and increasing social pressure towards change in the energy agenda.

The programmes implement evidence-based advocacy and adopts the combination of two L&A (Lobby and Advocacy) tracks: challenging and confrontational tactics towards established interests ('outside track') and cooperative, working with institutional and business actors to help develop their capacities to act more responsively and accountably ('inside track'). By doing this, the programme aims to translate activism into real change. This means that it brings together stakeholders of diverse backgrounds behind a common goat; to pursue viable solutions to persistent problems.

At the Hivos Southeast Asia hub, SP-Energy is collaborating with three local frontrunner CSOs from various themes: energy, gender and consumer’s protection. The alliance has formed a strong partnership where each member contributes based on its respective expertise, complementarity and added value.

In October 2016, SP-Energy Southeast Asia held its kick-off meeting. Among the outputs was the national Theory of Changes (ToC), which forms the basis of SP-Energy activities in the next five years. The national ToC shows two key strategies: capacity building (CD) and lobby and advocacy (L&A). The CD agenda aims to prepare the alliance to become influential and knowledgeable advocates in the field of energy, while the L&A agenda aims to push GOI to generate policies, regulations, incentives and budgets to support the development of decentralised green and social, gender inclusive energy systems.

The Regional Advocacy Officer Green and Inclusive Energy manages and implements both the advocacy agenda and the day-to-day project management of the SP-Energy in Southeast Asia. S(h)e positions and profiles the SP-Energy, engages in the energy debate and communicates with stakeholders in the broadest sense to generate the moral and political support needed to successfully implement the two SP-Energy agendas. The Regional Advocacy Officer is also responsible for working in close liaison with alliance organisations, building and developing advocacy capacity and ensuring partners'action in the area of advocacy. The programme also includes national and international research, relevant for (inter)national energy advocacy.

Roles and responsibilities
  • To manage and implement both the advocacy and the project management dimensions of the SP-Energy in Southeast Asia.
  • To manage the existing and new energy advocacy contracts with partner civil societies, consultants and others
  • To work closely with the Green Energy Team in developing advocacy strategies of Hivos in Southeast Asia.
  • Actively engage in energy access meetings/discussions and provide support to civil society organizations engaged in energy access advocacy work in Southeast Asia.
  • Build and improve networks with non-energy interest groups and CSOs, e.g. around health, consumers and trade unions
  • To develop networks and strategies with the private sector for a joint approach in energy access advocacy.
  • To design and Implement capacity development strategies for Hivos Southeast Asia and its partners on energy advocacy
  • To develop advocacy positions and materials in close coordination with the global climate and energy team.
  • To represent Hivos Southeast Asia in (advocacy) meetings in Southeast Asia and act as spokesperson for Hivos on these issues
  • Identify and analyze new approaches, cooperation and funding for green and fair energy systems and Hivos role in this
  • To contribute to Hivos overall organizational and policy development.
Knowledge, experiences and competencies
  • A master degree in environmental policies, sustainable energy, environmental and natural resource management, economics of natural resources, public policy, political science or other relevant fields. (or Bachelor degree with several years of relevant experience)
  • 5 to 7 years of work experience in a relevant sector
  • An excellent understanding of energy and development policies and experience in lobby advocacy work.
  • Excellent communication skills including public speaking in English and Bahasa Indonesia
  • Strong interpersonal communication and negotiation and leadership skills with private sector, civil society organizations, government officials and communities
  • Good understanding of and strong affinity with civil society, in particular with non-governmental organizations
  • Capacity and willingness to strategize and work closely with private sector actors and government bodies
  • Having respect for humanitarian or humanist principles and willing to work in a non- discriminating, neutral, impartial and gender equal environment.
