PROGRAM BACKGROUND
MAJU (eMpowering Access to Justice), is a five-year project being implemented by The Asia Foundation with support from the United States Agency for International Development (USAID). The period of project performance is March 2016 to March 2021.
MAJU (eMpowering Access to Justice), is a five-year project being implemented by The Asia Foundation with support from the United States Agency for International Development (USAID). The period of project performance is March 2016 to March 2021.
MAJU seeks to enhance the ability of marginalized citizens to access justice, and the capacity of the Government of Indonesia to protect their rights. To provide assistance and support in these areas, MAJU will focus on increasing access to justice and increasing the protection of the rights of vulnerable groups, such as religious and ethnic minorities, indigenous people, women and discrete gender groups that are affected by discrimination. Project activities are organized through three components: (1) Increasing access to justice for poor and marginalized people; (2) Strengthening the data on human rights violations to support better decision making and report writing by the Government of Indonesia; and (3) Improving the advocacy and enabling environment for civil society organizations (CSOs) to effectively promote the protection of citizen's rights
In addition to cooperating and coordinating with government organizations and relevant state-auxiliary bodies, MAJU will also cooperate with strategic CSO partners in the geographic areas where the project will active in order to contribute to the achievement of MAJU objective: (1) West Java Province - including Jakarta and the areas surrounding Jakarta such as Depok, Bogor, Tangerang and Bekasi, (2) Central Java - including Yogyakarta, (3) East Java, and (4) Papua.
SUMMARY OF JOB RESPONSIBILITIES
The Program Officer will work directly with MAJU's implementing partners and will be responsible for the day-to-day management of assigned project activities. S/he will be responsible for program development and conceptualization, implementation, reporting and will contribute to monitoring/evaluation in cooperation with the Monitoring and Evaluation Officer. S/he will be based in Jakarta and will work closely with all members of the MAJU Team.
JOB FUNCTIONS
PROGRAM DEVELOPMENT & ADMINISTRATION
- Contributing to day to day management of the Foundation's MAJU project - including liaising and providing input to partners, developing themes/content for training workshops, monitoring program implementation, reviewing activities-based modules or other items for publication, and providing technical assistance where necessary
- Working with existing and prospective grantees to develop program activities; determine project feasibility; monitor and facilitate programs; obtain timely and useful reports from partners; critically evaluate project outcomes; and review and evaluate incoming grant proposals
- Assisting with the development of grant and contract documents; and overseeing budget expenditures and program implementation
- Assisting the MAJU team with implementing the project Annual Implementation Plan and contributing to Monitoring and Evaluation measures
- Providing technical assistance as needed to partners to strengthen and broaden their program activities
- Preparing, along with other MAJU team members, donor reports
- Coordinating with other Foundation units as needed to facilitate cross-learning and internal networking; and
- Assist the Chief of Party and Deputy Chief of Party with achieving spending projections and developing spending plans
GENERAL
- As a key member of the MAJU implementation team, participate in team meetings to contribute to ongoing program planning, problem-solving, and knowledge sharing
- Understand and comply with requirements placed on the Foundation by USAID; and
- Other relevant tasks as required/assigned
REQUIREMENTS
QUALIFICATIONS
- Minimum of eight years of progressively responsible implementation and management experience in an international development environment, with a strong background or specialization in human rights, access to justice and civil society capacity building and development within the justice sector
- Prior experience with USAID-funded projects preferred
- Experience working in Papua preferred
- Experience in project management and strategic grant-making
- Experience in developing and conducting training programs or capacity building programs
- Excellent verbal and written communication skills in both English and Bahasa Indonesia is required
- Strong analytical skills an asset
- Competency with standard word processing and spreadsheet programs
- Excellent interpersonal skills including the ability to maintain good relations with NGOs, government, donors and colleagues
- Ability to work independently and as part of team is required
- Attention to detail, the ability to multitask, and organized work practices an asset; and
- Willingness to travel outside Jakarta
EDUCATION
Advanced degree in law, social sciences (international relations, political science, gender, sociology), or development studies
