The British Council in Indonesia is recruiting for the post of:

Senior Finance Manager of SHARE

 1 (one) position, 1 year contract - renewable - Jakarta

Purpose of job: 
Provides support to ensure the successful delivery of the co-funded EU Support to Higher Education in ASEAN Region (SHARE). work with a range of internal and external stakeholders to ensure that the project is managed in a way that maximises:
·         value for money
·         EU satisfaction
·         compliance with British Council internal policy
·         compliance with the EU contract requirements
·         contribution to cultural relations impact.

The global objective of SHARE is to strengthen regional co‑operation, enhance the quality, regional competitiveness and internationalisation of ASEAN higher education institutions and students, contributing to an ASEAN Community in 2015 and beyond.

At the core of SHARE is the desire to enhance co‑operation between the EU and the ASEAN Economic Community (AEC) and create lasting benefit from the harmonisation of higher education across ASEAN. Realisation of AEC integration will facilitate the free flow of goods, services, investments, capital and skilled labour.

The expected results of SHARE are:
·         Policy dialogues on enhancement of strategic issues in harmonization of ASEAN higher education, including all relevant stakeholders (Result 1)
·         ASEAN Qualification Reference Framework (Result 2a) and ASEAN Regional Quality Assurance (Result 2b) further developed through our work, supported by ASEAN stakeholders
·         ASEAN Credit Transfer System (ACTS) (Result 3a) and ASEAN‑EU Credit Transfer System (AECTS) (Result 3b) further developed and tested through mobility with scholarships.
·         Student Mobility with Scholarships (Result 3c)

Implementation of the Programme began in January 2015. The implementation period of the Programme is 48 months. The Programme will be implemented by the British Council (Lead), Campus France, DAAD (German Academic Exchange Serviec), ENQA (European Association for Quality Assurance in Higher Education), EUA (European University Association) and EP-Nuffic. Programme budget is 9.8 million Euros. The role of British Council's SHARE team is challenging, as it operates from two offices: a Project Management Office located within the ASEAN Secretariat and the stand-alone British Council County Office in Jakarta.

Accountabilities, responsibilities and main duties:
Senior Finance Manager main duties include:
           Management of Finance and Accounting Process
·         Ensure and monitor day-to-day customer creation and collection process, travel and expense claim process, and vendor payments process of SHARE projects as required by corporate standard
·         Provide monthly reconciliation financial report of the British Council, review and analyse the project budget and escalate any potential risk to Programme Director
·         Provide compilation of financial quarterly report from SHARE partners and be responsible to review, analyse and present the report to the Programme Director and Team Leader
·         Manage the day-to-day recording, propose local journals for SAP system and compile monthly financial reports
·         Manage and ensure processes are in place and adhered to for project financial transactions, payments, reporting, monitoring & analysis of any financial reports
·         Manage contracts with partners, suppliers/vendors, consultants as agreed with Programme Director and Team Leader in term of letter of offer or contract and communication with internal/external partner
·         Provide responses to all queries/ data requests from UK/ Regional, Client in a professional and timely manner
·         Attend meetings with partners, beneficiaries and the client and support follow up action points and deliver result areas in his/her portfolio
·         Ensure the procurement and contracting of internal and external resources for specific activities is in compliance with the British Council’s and EU’s finance policies and procedures
·         Lead coordination with team members of SHARE (including partners) to collect all financial documentation required to adhere to EU and British Council standards
·         Be responsible for any finance related administrative tasks

            Provision of Local Support to the Planning and Budget Monitoring Process
·         Manage financial reporting and provide regular updates/reports to the Programme Director and Team Leader, and ultimately to the Client (EUD). This includes managing budget modification in accordance with EU procedures
·         Prepare periodic forecasts as required in British Council and EU standards
·         Provide regular project management information to SHARE project management office (PMO) and consortium partner directors as necessary, to facilitate and support project planning and delivery
·         Provide budget monitoring report on monthly basis and its analysis and present this report to the Programme Director and Team Leader
·         Coordinate and lead regular financial meetings with key financial staff of consortium partners
·         Manage relationships with partners’ financial staff and donor staff  including financial data gathering, reporting and co-ordinating any necessary follow up actions
·         Responsible for providing accurate, complete analysis of financial information and budget in a timely manner
·         Prepare and manage invoice processes to client including monitoring the funds transfer from/to client and partners
·         Liaise with local and regional senior management and the British Council finance team for the coordination of planning and reporting in line with British Council standards
·         Ensure British Council finance and planning deadlines, set by Local or Regional finance, are met
·         Provide support for project closure and expenditure verification

           Management of Internal and External Audit Processes
·         Manage internal audit process required by the UK and the EU, external audit required by local authorities (including tax audit) by ensuring that all auditable finance factors are in line with the audit recommendations
·         Liaise with various parties (local/ regional/ external) in relation to audit data collection/ queries
·         Responds to auditor’s queries and requests in professional and timely manner
·         Lead on procurement relating to project activities, ensuring EU and BC procurement guidelines are met

           Management of  Financial Control and Compliance Framework (FCCF)
·         Assess compliance to corporate financial control and reporting standards
·         Provide support to the British Council finance team by preparing an analysis report of the monthly FCCF pack
·          Identify and highlight any potential risk relating to financial report

Other Important Features Or Requirements Of The Job
The job may require some occasional business trips nationally and internationally –particularly within ASEAN region. It will also involve occasional weekend and evening work. Such requirements will be managed and compensated within British Council HR’s regulations.
