National Technical Advisor – Commercial Poultry Liaison

The  National  Technical  Adviser  -  Commercial  Poultry  Liaison  (NTA  –  CP  Liaison)  shall  work  under  the overall  supervision  of  the  FAO  Country  Representative,  the  technical  supervision  of  the  FAO  ECTAD Programme Chief Technical Adviser (CTA) in Indonesia and the day-to-day technical supervision of the FAO ECTAD  National  Technical  Advisor  -  Commercial  Poultry.

Furthermore,  the  incumbent  will  work  in  close collaboration with the Rapid Response Unit (RRU) and relevant sub-directorates of the Directorate of Animal Health  (DAH),  the  Directorate  of  Veterinary  Public  Health,  Directorate  General  of  Livestock  and  Animal 
Health  Services,  as  well  as  other  national  authorities, FAO  technical  staff,  particularly  the  ECTAD  Chief Technical Adviser (CTA) and Senior National Veterinary Adviser (SNVA), and other agencies responsible for the control of emerging infectious diseases (EID), zoonoses and pandemic threats in Indonesia.

Specific responsibilities will include:
  • Support the development of Commercial Poultry strategy in consultation with GOI and the CTA, and assist in the expansion of the programme;
  • Liaise and coordinate with poultry industry stakeholders in Indonesia, particularly those related to sector 3, including farmers, associations, poultry suppliers, poultry companies, government (national and sub-national levels), private poultry industry technical services, poultry experts, and academics;
  • Work with government officers at the central and provincial / district levels, especially at locations where EPT2 commercial poultry activities are implemented;
  • Identify and disseminate proven best practices to poultry stakeholders, especially farmers, for implementation;
  • Provide advice and technical inputs for preparing reports, modules, and presentations on poultry management, poultry diseases, biosecurity, vaccination and use of drugs (especially antibiotics);
  • Facilitate and support training/teaching activities, workshops, and/or seminars conducted by the commercial poultry team;
  • Review and provide notes and technical advice for GOI’s regulations on Commercial Poultry, especially on the issue of Certification;
  • Support targeted poultry farmers by conducting farm observation, audit, assessment, and providing technical advice for the improvement of farm productivity;
  • Investigate and diagnose cases/poultry diseases in the field, including performing necropsies, sample collection and dispatch to diagnostic laboratories as required;
  • Write regular activity reports (weekly) to be submitted to the commercial poultry team leader (NTA – Commercial Poultry);
  • Provide inputs for FAO and donor reports;
  • Participate and provide inputs in annual project planning activities;
  • Submit an End of Assignment report by 15th September 2016, covering the last 12 months of work;
  • Perform other related duties as requested.

  • Poultry Health Best practices for farmers produced.

  • Advice and technical inputs for reports, modules, and presentations on poultry management, poultry sector policies, poultry diseases, biosecurity, vaccination and the use of drugs (especiall antimicrobials) provided.

  • Enhanced advocacy and mentoring of selected poultry farmers to increase productivity and farm management.

Academic Qualifications:
  • Veterinarian; preferably with additional formal or informal education, in particular supporting / related to
  • the commercial poultry industry
Technical Competencies and Experience Requirements:
  • Experience working in the poultry industry and Government of Indonesia, and has a networking relationship with poultry stakeholders in Indonesia.
  • Strong interpersonal communication, group and speak ability to forums, meetings / seminars.
  • Experience in facilitating training with participatory approach is an advantage.
  • Proficiency in both written and spoken English is required.
Duty station: Jakarta, Indonesia with In-country travel as required

Duration: 3  months  initial  contract with possibility of further extension  subjects  to  satisfactory  performance and availability of funding.
