Data Analyst
Terms and Condition
Start Date: September 01, 2015
Duration of Contract: One year fixed-term contract, with potential to extend
Work Area: Palembang with travel occasionally to ZSL Indonesia’s Head office in Bogor and as well as other regional offices/field sites will likely be required
Hours of Work: Monday to Friday from 09.00 am up to 05.00 pm

Key Internal Relationships: National Project Manager & GIS Officer
Other: There will be a degree of oversight of project/ZSL Indonesia’s GIS equipment and software

Key Purpose of the JobThis role will provide the required data analysis and related support for the implementation of the ZSL Packard Integrated Landscape Project. Funded by the David and Lucile Packard Foundation, this project aims to build and deliver a framework of transparency and accountability for the palm oil supply chain from source to market, driving a reduction in deforestation caused by the industry.

Main responsibilities
1. Data Management and Analysis
Lead on streamlining data generated from the landscape to define key indicators for both environmental and social management practices to support critical steps of ZSL Indonesia and project partners towards standardising the environmental and social Monitoring, Reporting and Verification (MRV) of best practice across the palm oil industry.

2. Developing Indicators:
  • Support as required the project’s development of a set of socio-cultural and bio-physical indicators to monitor and evaluate the project approach and progress. These indicators will link closely with the pilot landscape forum and with Forest Management Units (Kesatuan Pemangkuan Hutan) and reflect the reporting requirements under government and certification schemes;
  • Support as required the development of ZSL’s current HCV/HCS impact monitoring and reporting system for the chosen pilot landscape to facilitate better communications and transparency between stakeholders (e.g. major oil palm growers, smallholders and communities within the landscape).
3. Developing The Project Dasboard:
  • Support as required the establishment and development of a landscape-specific online platform or ‘dashboard’ to measure, spatially and temporally, the success of landscape management interventions;
  • Provide the District Spatial Planning Department (BAPPEDA), National Land Office (BPN), Agricultural Department (Dinas Pertanian) and Forestry Department (Dinas Kehutanan), with the training and ongoing technical assistance in the use of the Dashboard;
  • Undertake higher-level advocacy for the Dashboard so it begins to feed into national level approaches to tackling deforestation and degradation, linking to wider schemes, in particular that of the work of the REDD+ Agency and their ‘One Map’ Initiative.
4. Sustainable Palm Oil Transparency Toolkit (SPOTT):
  • In coordination with UK SPOTT team, carry out support on analysis of companies’ performance against indicators in the SPOTT (www.sustainablepalmoil.org/spott), both for sharing publically and for the purposes of assessing the oil palm industry’s success at tropical forest management;
  • Ensure through ongoing feedback that SPOTT uses the indicators developed under the project (as per 2 above) to benchmark actions on the ground, and that data will be made available to actors further up the supply chain, ensuring ‘a dynamic feedback loop’ which links data from the field to the downstream market using SPOTT.
5. Spatial Monitoring and Reporting Tool (SMART):
  • Provide coordination support and technical assistance in the implementation of the SMART monitoring approach across the project pilot landscape, specifically modification of the SMART tool for use by different stakeholders including Government and oil palm companies;
  • Given the different data needs of Government, companies, certification auditors and the public, develop (through intensive consultation and field-testing) customised SMART reporting templates for participating stakeholders e.g. Government, internal company management, and certification standard auditors (FSC, RSPO etc.);
  • Collaborate with major growers and certification standard auditors in the continued development of these SMART reporting templates, to improve the auditing process and build evidence of the impact of certification.
6. Data-sharing Agreements:
  • Assist in the establishment, and oversee implementation of, data sharing agreements with project partners e.g. oil palm growers’ concession, shareholder and mill site maps;
  • Lead on the continued development (as necessary) of a ‘best practice data-sharing request’ process.
7. OtherUndertake general project-related duties as and when required.

Building RelationshipsThe job requires constant internal and external interaction/communications, both in person and via phone and email, with ZSL staff colleagues in the Palembang office, and with local project partners (e.g. local Government parties) as well as with project colleagues in Bogor and ZSL’s Headquarters in London.

Mental DemandsThe position will require close attention to detail and therefore concentration on the work in hand, precision and accuracy being vital attributes.

FlexibilityThe position will be relatively routine in terms of day-to-day tasks during office hours – however sometimes e.g. during field trips or when a workshop is being organised the next day, some flexibility in working hours may be required.
