Key Purpose of the JobThis position seeks to ensure continued support of the Government of Indonesia for the implementation of ZSL’s Packard Integrated Landscape Project, the focus of which is to build and deliver a framework of transparency and accountability for the palm oil supply chain from source to market, driving the reduction in deforestation caused by this industry.
The National Government Liaison (NGL) is responsible for managing and directing ZSL’s communications with National, provincial and district levels of the Indonesian Government, a key stakeholder within the Project landscape. The role will involve coordinating communication with, and supporting the Project-related actions implemented by, the Indonesian Government; legislative research through discussions with Government officials; as well as liaising with Government officials more generally.

Main Duties & Key Responsibilities
- Maintain and develop ongoing relationships with Government staff focusing at National, district and provincial levels, helping to identify opportunities for collaboration and further support under ZSL’s Packard Project (attend relevant meetings and working groups; schedule regular discussions with government counterparts; ensure full and continued alignment of Packard objectives with Government priorities; support organisation of Government events related to ZSL work);
- Line managing the activity of GLO and MSFA and directing them as necessary to achieve the project objectives and targets;
- Assist the GLO to coordinate regular communications and reports to Government ministry counterparts around the Packard activities and programmes (produce bi-monthly reports on Packard activities; produce ad-hoc reports when requested by counterparts; coordinate presentations and events to ensure that the Packard objective and progress are adequately disseminated appropriately);
- Interpret, and undertake reviews of, relevant regulations (national, provincial and district levels) on natural resources and land-use issues and working with the government counterparts to use this information to strengthen the achievements of the project;
- Encourage the Government of Indonesia to adopt the environmental and social monitoring, reporting and verification system to be developed by ZSL's Packard Integrated Landscape Project, as a way to increase the accuracy, efficiency and effectiveness of progress towards national green growth development and low emission development targets;
- Under supervision on National Project Manager and in coordination with Assistant Project Managers Community, Land Management and GLO, creating communication and engagement strategies for government and other relevant stakeholders within the landscape;
- Increase the profile of ZSL’s Packard Integrated Landscape Project within the Government of Indonesia, identifying potential new Project partners (develop and execute an outreach plan as part of communication and engagement strategy in collaboration with Communication and Education team; help organise presentations and informal sessions when needed; identify opportunities for training delivery and capacity building; support the organisation of relevant events);
- Assist and review the GLO in translating documents and presentations that will be provided by this project to government staff from English to Bahasa Indonesia and vice versa as necessary;
- Facilitate coordination between Government and Packard Project partners as well as civil society partners to ensure ongoing communication and outreach;
- Under supervision of National Project Manager and in coordination with assistant Project Manager Community and MSFA, encourage the development of Multi-stakeholder Management Forum (MSMF) including monitoring the development process and preparing all necessary and relevant SoPs for the forum;
- Oversee the forum facilitation by MSFA and provide a technical assistance for MSFA in relation to the discussions on forum structure, communication mechanism, decision-making process and activity;
- Supervise the training activity for government staffs and MSMF members on multi-stakeholder governance training to facilitate capacity in identifying group representatives in landscape Management MSF - possible creation of stakeholder workgroups;
- Assist Government in its role on the Multi Stakeholder Management Forum (MSMF) within Packard Integrated Landscape Project to align their (government) priorities onto the targets of the project;
- Other general project-related duties as and when required.
Building RelationshipsThe job requires constant internal and external interaction/communications, both in person and via phone and email, with his/her line managing staffs, ZSL staff colleagues in the Palembang office, and with local Government parties as well as with project colleagues in Bogor and ZSL’s Headquarters in London.
Mental DemandsThe position will require close attention to detail and therefore concentration on the work in hand, precision and accuracy being vital attributes.
FlexibilityThe position will be relatively routine in terms of day-to-day tasks during office hours – however sometimes e.g. during field trips or when a workshop is being organised the next day, some flexibility in working hours may be required.

- University degree in public policy, communications, international relations or related field
- Proven experience in project management;
- Proven experience in managing Government relations, ideally within the context of a developing country;
- Demonstrated strong familiarity with development projects in Indonesia
- Ideally some experience of writing scientific reports and papers
- Previous work for an international NGO is desirable;
- Previous work (directly or indirectly) with Government of Indonesia institutions would also be a strong advantage.
B. Knowledge
- Solid understanding of Indonesian Government systems, regulations and approaches;
- Excellent understanding of the work and procedures of the Government of Indonesia
C. Skills & Abilities
- Excellent inter-personal and team-building skills;
- Fluency in written and spoken both English and Bahasa Indonesia
- Strong aptitude in public administration and management of development project in the public sector
- A high level of computer literacy; competent in the use of Microsoft Excel, Word, and other MS tools
- Able to work independently without supervision but also accustomed to working in a team;
- Good communication skills
- Preferably a high level of written and spoken English
- Flexible and able to work under pressure and often to tight deadlines; including an ability to prioritize jobs
- Highly motivated
- Ideally a broad knowledge of Indonesia’s conservation issues.
