KINERJA Job Vacancy: Junior Education Specialist - Jayapura, Papua

KINERJA Project, a local governance program funded by USAID focusing on providing service delivery in the areas Education and Health is currently looking for Junior Education Specialist  according to the scope of work below. Position: Junior Education Specialist
Duty Station: Jayapura, Papua

General Description of Position
The Junior Education Specialist will serve as main Indonesian resource to ensure effective implementation of education service improvement approaches of the Kinerja project in the Province of Papua and cover three districts of Kota Jayapura, Kabupaten Jayapura, and Kabupaten Jayawijaya. Under supervision of the Provincial Manager/Sr. Education Specialist, S/he will oversee the implementation of the combined (technical and governance related) KINERJA education packages particularly School Based Management (SBM) including Minimum Service Standards (MSS), complaint handling, Planning and Budgeting and manage the replication of Kinerja education good practices. 
Duties and Responsibilities
  • Establish relationship with education stakeholders in the three districts. 
  • Together with the Provincial Manager adapt the SBM package to the specific cultural and political situation in Papua. 
  • Provide capacity development and quality assurance to district level stakeholders, especially with ITAT, and intermediary organizations (IOs) implementing the Kinerja education packages in the three districts; 
  • Establish platforms for regular civil society (MSF) and LG interactions – in particular with the support of Community Strengthening Specialist identify and build the strategies to link up school level multistakeholder forum (expanded school’s committee) with the district level Dewan Pendidikan (Education MSF at district level) to ensure community engagements and facility based oversight in education in Papua context 
  • Coordinate with the SSS on application of MSS.  
  • Asses IO’s monthly reports, monitor the field implementation and provide guidance to teams and Kinerja IOs on improving the implementation; 
  • Develop a step by step approach for interested Kinerja local governments to consolidate and scale up the education programs and coordinate its implementation. Make sure that SBM is integrated into planning and budgeting documents for 2016 and 2017; 
  • Finalize the Kinerja Education Replication Packages; 
  • Provide mentoring and TOT and technical assistances to Kinerja fields staff and STTAs assisting the provincial and district level stakeholders and IOs;
  • Conduct training needs assessment of district level governments, MSF and Kinerja Education IO to strengthen their capacity so that they can implement and replicate Kinerja education programs; 
  • Assess interest of Provincial SKPD Education (Dinas Pendidikan) to replicate the SBM program and build on this; 
  • Together with the Provincial Manager, develop working guidelines and operational steps on how to establish Provincial Forums for replication of good practices in SBM and put them into practice in the Province;   
  • Provide input to the Province to establish agenda for provincial forum meetings and facilitate periodical meetings of all Education SKPD on provincial level; 
  • Support and work with the provincial team on replication work plans;  
  • Identify possible good practices in education management area, e.g. : Schools implemented good SBM approach, Public Private Partnership, Community Participation in the context of Papua School’s oversight (school level community forum), and other innovations and support the Province to organize a Provincial Education Summit; 
  • Coordinate with other related education projects/ development partners in province and districts, and find possibility for collaboration in related and complimentary activities;
  • Attend regular meetings of the District Technical Teams and facilitate coordination so that SBM programs are reflected in district plans and budgets. 
  • Together with the PM, prepare a summary concept paper on achievements made and challenges faced in implementing Kinerja Education Good Practices; 
  • Contribute to Kinerja quarterly and annual reporting; 
  • Conduct other tasks as provided by supervisors based on need.
Time Line and Length of Assignment
The period of assignment is starting from 1 August 2015 to 31 December 2016.
Qualifications Required
  • A  Bachelor’s degree with minimum of 15 years’ experience or a Magister degree with 10 years’ experience in a relevant field (with Papua experience preferably); 
  • A minimum of 10 years’ experience working with local governments related to education services and performance management. Knowledge of Kinerja Education Packages and good understanding of Papua cultural context are essentials; 
  • In-depth knowledge and understanding of the institutional/organizational and technical resources of Ministry of  Education and Culture (MOEC), education service providers at the provincial and local levels; 
  • Knowledge on national level regulatory policy framework and education decentralization policy;
  • High degree of adaptability to varied working environments and good inter personal and team working skills; 
  • Basic knowledge of management processes and systems, such as human resources management and  development (including performance evaluation) and financial management;
  • Experiences in working with Local and National Governments, Universities, non-governmental organizations  (NGOs) and civil society organizations (CSOs);
  • Good network in MOEC and with development partners operating in education sector is an asset; 
  • Good ability to speak read and write in Bahasa Indonesia and English.
  • Good computer skills, including internet and e-mail.
