Summary of Position

IREX seeks a Chief of Party to direct an anticipated USAID-funded Indonesia Sustainable Higher Education Research Alliances (SHERA) Program. The primary objective of SHERA is to increase the capacity of university faculty, staff, Ph.D. students, and post-docs at targeted Higher Education Institutions to develop world-class research skills. A related objective is to strengthen the institutional environment that enables and encourages research. An expected outcome of this initiative is that an increased number of Indonesian HEIs will take part in joint research collaborations with U.S. entities in science and technology. The Chief of Party will be responsible for overall program management and impact; external representation; and coordination with USAID, program partners and stakeholders, and other donors and other program contractors.

The position is contingent on funding.


Summary of Responsibilities:

  • Provide vision and strategic direction for the program
  • Supervise the planning, development of processes, schedules, and overall program events and operations
  • Develop and manage relationships with the donor (USAID), the Government of Indonesia, and other stakeholders
  • Develop and manage effective partnerships with Indonesian and US academic institutions and foster linkages between Indonesian and U.S. institutions, particularly focused on research
  • Manage subgrants to Indonesian institutions
  • Manage program budget and ensure budget discipline
Coordinate with home office
  • Oversee program communications and reporting
  • Design and facilitate program trainings/workshops
  • Manage and mentor program staff
Skills and Qualifications:
  • 7 years’ experience managing development assistance programs, including strong financial and personnel management expertise
  • A minimum of 5 years’ experience managing programs in Asia required, experience in Indonesia preferred
  • 5 years’ experience managing USAID-funded programs required
  • Experience working with higher education institutions and higher education capacity development programs in developing countries, especially in the area of university research and international partnerships between universities to support and drive research
  • Strong communication skills, both interpersonal and written, to fulfill the diverse technical and managerial requirements of the award
  • Proven track record in designing, implementing and successfully delivering higher education projects
  • Excellent convening ability, management, partnership development, communication, negotiation, diplomacy and interpersonal skills
  • Experience in leading development of public-private partnerships between industry and higher education institutions
  • Demonstrated ability to lead and develop staff, manage budgets and plan strategically and creatively to meet objectives
  • Strong representational and organizational skills
  • A Master’s Degree or higher in education, international development, international education or similar field is desired
  • Professional fluency in English required
