SLP Spatial Planner
The Sustainable
Landscapes Partnership (SLP) is an innovative public-private partnership in
Indonesia that brings governments, communities, businesses, and
non-governmental organizations together to develop and test new approaches to
land use planning and management. It is aimed at creating sustainable
agricultural economic opportunities, while maintaining natural capital and
avoiding deforestation and associated greenhouse gas emissions. Currently, SLP
is working at three sites in Sumatera, namely Mandailing Natal (Madina),
Tapanuli Selatan (TapSel), and Tapanuli Utara (TapUt) districts, and will
likely expand to West Papua. SLP aims to establish a replicable model of
public-private partnerships that foster low carbon development opportunities,
thereby helping to address global climate change and contribute to economic
growth. SLP is implemented by Conservation International and funded by the
United States Agency for International Development and the Walton Family
Foundation.
OBJECTIVES OF THIS CONSULTANCY

are to:
The consultant will ensure the
spatial planning documents have the
(page 49-51 of ministerial regulation 16/2009. The following outcomes are to be delivered as
a minimum:
- Support the district government to socialize RTRW-K concept, regulations and technical needs. Conduct technical meeting with various district level SKPD and BKPRD members to discuss existing data/plans and their various development and protection aspirations for spatial planning requirements for development;
- Work with Bappeda to collect the appropriate datasets and information, from the various SKPDs and BKPRD, required for developing the spatial plan. Ensure the data is accurate and acceptable to national planning and mapping agencies;
- Work with core team from Bappeda and SLP GIS coordinator to develop a draft report for the district spatial plans including but not limited to Struktur Ruang, Pola Ruang and Kawasan Strategis;
- Coordinate with the Bappeda to facilitate technical discussions on draft spatial plan (RTRWK) and provide explanation of the relevant national laws, regulations and guidelines to BKPRD members and local stakeholders;
- Work with Bappeda technical team and SLP GIS Coordinator to finalize the RTRWK report including all relevant maps and statistics;
- Work with Bappeda core team and SLP technical team to determine appropriate spatial planning regulations (PerDa) with clear regulations for what can and can’t be done in the various zones and penalties for non-compliance;
- Facilitate a public hearing of the Spatial plan (RTRW-K). This work will be completed in North Sumatra with travel to Medan, Mandailing Natal, South and North Tapanuli Districts. Coordination with technical personnel will be required in Jakarta.
DELIVERABLES
It is anticipated that the
Consultant will complete this work by 30 July 2015 with intermediate milestones
(to be proposed by the consultant at start).
