Smallholder Training and Capacity Building Advisor

The Sustainable Landscapes Partnership (SLP) is an innovative public-private partnership in Indonesia that brings governments, communities, businesses, and non-governmental organizations together to develop and test new approaches to land use planning and management. It is aimed at creating sustainable agricultural economic opportunities, while maintaining natural capital and avoiding deforestation and associated greenhouse gas emissions. Currently, SLP is working at three sites in Sumatera, namely Mandailing Natal (Madina), Tapanuli Selatan (TapSel), and Tapanuli Utara (TapUt) districts, and will likely expand to West Papua. SLP aims to establish a replicable model of public-private partnerships that foster low carbon development opportunities, thereby helping to address global climate change and contribute to economic growth. SLP is implemented by Conservation International and funded by the United States Agency for International Development and the Walton Family Foundation.

OBJECTIVES OF THIS CONSULTANCY
The objectives for consultancy are to:
  • Conduct a review and provide technical recommendations to support training. Based on previous experience identify ways to strengthen current SLP smallholder training activities with a specific emphasis on: training administration, socializations brochures, facts sheets as well as other possible tools and methods to support training for rubber, coffee, and cocoa;  
  • Identify strategic private sector partners. Specific to cocoa assist with developing market access and identify potential private sector partners to support training interventions.  Work with SLP team to consider next steps and where appropriate develop a private-public partnership targeting cocoa;
  • Provide a Training of Trainers. Provide a training of trainers specific to cocoa as well as sharing other lessons learnt and materials with participants to strengthen training by SLP personnel and partners;
  • Linked with the review introduce materials. Following the submission and recommendations work with the SLP team to incorporate materials that are based on practical training and capacity building experience actively work with SLP team and partners to imbed training materials and approaches within smallholder training;
  • Provide ongoing support, mentor and quality assurance. With a specific focus on cocoa training but extend this to other commodities where possible providing strategic recommendations;
  • Identify practical ways to strengthen market engagement/participation. Based on previous experience conduct a rapid assessment of current private sector engagement and provide recommendations to improve partnerships, market access, training and quality (rubber and coffee;
This work will be completed in North Sumatra with travel to Medan, Mandailing Natal, South and North Tapanuli Districts. Coordination with technical personnel will be required in Jakarta.

DELIVERABLES
The field assignment will take place between June 1 and November 30, 2015.  The consultant will be required to travel to the study sites to assess the ecotourism facilities and opportunities, as well as to engage with relevant stakeholders such as the Provincial Tourism Authority and District Tourism Office.
