Short
Term Technical Assistance (STTA)
The
USAID Indonesia Urban Water Sanitation and Hygiene (USAID IUWASH) project is a sixty-month
program funded by the United States Agency for International Development
(USAID) and implemented under the leadership of DAI. USAID IUWASH works with
government, the private sector, NGOs, community groups and other stakeholders
to improve access to safe water supply and sanitation in Indonesia’s urban
areas.
The expected results to be achieved are: (a) Two million people in urban
areas gain access to improved water supply; (b) 250,000 people in urban areas
gain access to improved sanitation facilities; and (c) the per unit water cost
paid by the poor in targeted areas decreases by at least 20%. To achieve the above, technical assistance is
divided in three main technical components:
- Mobilizing demand for water supply and sanitation service delivery,
- Improving and expanding capacity for water and sanitation service delivery, and
- Strengthening policy and the financial enabling environment for improved water supply and sanitation service delivery.
The establishment of a
functional domestic waste water management operator at local government level
is an essential ‘building block’ for the development of citywide waste water
services. A suitable choice for the establishment of an operational unit at
local government level is a 'technical management unit (UPTD). This unit
constitutes the ‘embryo’ for emerging into more professional institution set-ups
such as a ‘public service unit' (BLUD) and, thereafter, a 'government owned
company ' (PD).
There are two main aspects that
need to be addresses for the development of waste water services, including:
(i) regulatory functions at local government level, comprising the promulgation
of supporting regulation (PerWal/PerBup, Perda), the set-up of a supervisory
body, the establishment of a dedicated operational unit (UPTD), and specific
policies on sector related subsidies and customer tariff, and (ii) the
strengthening of the functions and duties of the established UPTD.
The four principle functions of
the operational unit (UPTD) include the following:
- Foster the improvement of on-site household sanitation
- Provide support to community managed communal systems
- Manage sewerage systems
- Implement integrated septage management services
For effective and efficient
provisions of the above mentioned functions, the UPTD must develop five key
competencies, comprising:
- Internal organizational management and external collaboration with local government units
- HR development
- Asset management, including collaboration with the private sector and community groups
- Community outreach and customer management
- Customer tariff management
Objective
The primary objective of this
position is to provide support both in technical and non-technical
organizational development to operationalize UPTDs in five jurisdictions,
including Kab. Sidoarjo, Kab. Gresik, Kab. Jombang, Kota Batu, and Kota
Probolinggo. The UPTD in each jurisdiction is carrying out at least one of the
above mentioned four functions and prepares for implementing additional tasks
in accordance to agreed goals and established local regulations.
SCOPE OF WORKS OF THIS
ASSIGNMENT
The principle tasks of the STTA
include:
- General support and advocacy to the relevant SKPT for fostering the UPTD establish process, in particular in regard to technical functions of the UPTD.
- Support to the Head of the UPTD for setting up internal technical operations in line with the agreed role and functions of the UPTD
- Timely development of Job Descriptions for selected technical UPTD positions on the basis of an agreed operational structure
- Timely development of selected Standard Operation Procedures (SOP) relevant for the management of local government assets, including communal systems, sewerage, and septage management
- Timely dissemination of Job Descriptions and SOPs with the relevant local government institutions (SKPT) and the UPTD
- Fostering with the relevant local government institution the recruitment of initial appropriate functional UPTD staff in five jurisdictions
Other related activities
include:
- Review of local government ‘road map’ on waste water management and assessment of local government specific conditions and plans/goals that need to be addressed for the achievement of the objective.
- Initial meetings with local government representatives for the development of a work plan, including the identification of ‘milestones’ and the allocation of tasks of the directly involved stakeholders in five local governments. This process will be guided by the IUWASH PIC
- Follow-up meetings with the designated local government representatives in accordance to agreed ‘milestone’ events as outlined in the wok plan
- Weekly coordination meetings with the IUWASH PIC, partner STTA and other relevant IUWASH staff (as required) for monitoring progress and for concluding agreement on key activities for the following week
- Monthly written summary of main achievements and outstanding key outputs
- Assignment report in line with IUWASH format, illustrating challenges, achievements and recommendations for follow-up actions
TERMS AND CONDITIONS
Assignment
The STTA assignment is scheduled for up to 70
days from May through September 2015.
Duty Station, Reporting
and Collaboration
The STTA will be stationed
at the IUWASH Project Office in Surabaya and will directly report to the IUWASH
PIC – Urban Sanitation Specialist. The technical
specialist STTA closely collaborates with dedicated regional and national
IUWASH staff and in five jurisdictions with the local Pokja AMPL, relevant
SKPTs and the UPTD.
Required Qualifications and Experience
The candidate
should have a bachelor degree in Civil or Environmental Engineering, with a minimum
of 8 years’ of professional experience, working with governments in
infrastructure development, capacity building within Indonesian sanitation
sector. Additional qualifications : Excellent interpersonal skills,
with experience in community facilitation, training and organizing work; Able
to work independently in limited supervision/facility as well as a team player
with a range of people; Computer literate and proficient in Microsoft Office
tools; Excellent speaking and writing skills in Bahasa and good in English.
