Applications are invited for the above position in the Infrastructure & Economic Governance section of the Australian Embassy, Jakarta. The position is a full-time position with an immediate commencement date required.

About the Australian Government’s Department of Foreign Affairs and Trade (DFAT)

The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally. This involves strengthening Australia’s security, enhancing Australia’s prosperity, delivering an effective and high quality overseas aid program and helping Australian travellers and Australians overseas.

The department provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian government agencies to drive coordination of Australia’s pursuit of global, regional and bilateral interests.

Australia and Indonesia have an effective development partnership that is boosting economic growth and tackling poverty, improving health and education outcomes, and strengthening democracy, justice and governance.

About the Program
Australia’s Economic Governance program in Indonesia supports the reform agenda of key central agencies of the Government of Indonesia in pursuit of high, sustainable and inclusive economic growth through improved economic and public sector policies.

Key policy areas that the Economic Governance program works include:
  • Macro-fiscal management;
  • Market effectiveness ;
  • Financial system stability & development;
  • Revenue mobilisation;
  • Public financial management; and
  • Public sector governance
Australia’s support is valued by Indonesian counterparts for its high quality, flexibility, and responsiveness. This results in significant demand for support across a range of Indonesian Government agencies and policy areas.

DFAT support is delivered through three programs:
  • Government Partnerships Fund (GPF) – a Whole of Government (WoG) facility that supports government-to-government partnerships between Australian and Indonesian government agencies working in the area of economic and public reform. There are currently 13 GPF partnerships in operation. DFAT acts as the GPF Secretariat, providing central program management functions and ensuring the overall quality of the program. GPF is undergoing a significant scale up, with new agencies expected to enter the facility.
  • AIPEG – a flexible facility that provides technical assistance and capacity building support to Indonesian agencies responsible for economic management. Major areas of focus include financial sector reform, tax administration, public financial management, and trade policy. AIPEG is undergoing a significant scale up and over time is expected to expand into a range of new areas.
  • SEMEFPA – a World Bank implemented program supporting the Fiscal Policy Agency in the Ministry of Finance to improve its capacity for macroeconomic and fiscal policy analysis.
About the Position
The Program Manager (PM) will work within the Economic Governance Unit. The Unit consists of six team members and is led by the First Secretary, Economic Governance.
The primary role of the PM will be as an integral part of the GPF Secretariat which manages and supports the GPF program. The PM will operate with considerable self-direction and autonomy as well as direct junior staff on specific tasks. The role of the PM includes management of activity agreements, financial management, contract management, management of performance reviews, analysis of activity proposals and reporting, and other program management duties. A key priority is to ensure strong working relationships with the many GPF participating agencies on both the Australian and Indonesian side.

The PM will also be expected to take on specialised roles to support work across the Unit, dependent upon the skills and interests of the successful applicant, as well as Unit needs. This could include strategic management of DFAT work on key economic policy issues as well as more specialised program management duties, such as portfolio budget management, performance analysis, and program design.

The key responsibilities of the position include but are not limited to:
  • Program management of the GPF program as part of the GPF Secretariat, including managing partnership agreements, reviewing and monitoring activity proposals and performance, and financial and contract management.
  • Representing DFAT and building strong working relationships with GPF participating agencies (both Australian and Indonesian) including with senior officials from these agencies.
  • Managing and providing advice on specialised topics across the work of the Unit, such as on specific policy issues or specific program management functions.
  • Guiding the work of junior staff with regard to GPF management and other staff with regard to areas of specialisation.
  • Other tasks as required.
Qualifications/Experience
  1. Program management experience including contracting, financial management, monitoring and reporting, and design of effective activities. Knowledge of DFAT and/or other donor agency approaches to program management an advantage.
  2. Fluent in verbal and written Bahasa Indonesia and English and demonstrated experience communicating in these languages with a variety of audiences. Experience engaging with Indonesian and Australian government officials an advantage.
  3. Demonstrated ability to work autonomously with limited supervision to identify priorities, provide actionable advice to senior staff and complete assigned tasks. Experience managing junior staff an advantage.
  4. Experience working closely in a cross cultural team environment to deliver against team objectives to tight deadlines.
  5. Knowledge of economic policy and/or public sector reform issues in Indonesia, the political economy surrounding this, and the ability to develop a strong understanding of the Australia-Indonesia bilateral Whole of Government relationship. Relevant academic training an advantage.
Selection Criteria
