ChildFund has been working in Indonesia since 1958 and works in partnership with, and provides capacity building, financial and networking support to more than 18 community-based organizations (CBOs) covering 213 villages in the provinces of South Sumatera, Lampung, DKI Jakarta, Banten, West Java, Yogyakarta, Central Java, and East Nusa Tenggara.

As a result of this coordinated partnership, ChildFund Indonesia directly and indirectly supports 380,000 children a year.  In addition to the implementation of core programs, ChildFund Indonesia has also responded to emergencies in Aceh (tsunami), West Sumatera (earthquake), Central Java and Yogyakarta (volcanic eruption).

ChildFund Indonesia is currently seeking:

The ‘GADIS’ project is part of Childfund Indonesia’s adolescent girls empowerment project that will be implemented in 27 villages in central Java. Funded by a private donor, the project has been developed to provide adolescent girls ‘at risk’ of dropping out of school with the opportunity, through a range of trainings and social development courses, to develop themselves, to have greater control over their lives and better provide for their own well-being and that of their future babies.

The project is seeking a Project Officer to lead the development of a job survey and work intensively with the 5 Local Partners and ChildFund Indonesia’s Youth Empowerment Specialist on developing activities that derive from the findings of the job survey. The Project Offier will manage/arrange and oversee a computer trianing in 27 Youth Forums and other skill building activities in the Youth Forum. The Project Officer is expected to have experience in working with youth, as well as educational and vocational skill providers. In addition, the Project Officer is also expected to have experience in working on issues related to gender and adult reproductive health.

The Project Officer will also provide technical assistance to ChildFund Indonesia’s 5 Local Partners in Central Java and liase with local government (district office of Manpower, Social welfare and Education) and businesses, to establish internship opportunities.

DUTIES/RESPONSIBILITIES
  • Provide leadership in the implementation/management of all project activities based upon approved plans, budgets and agreements, and in compliance with organizational policies/procedures, operational systems, and donor requirements and regulations. 
  • Closely coordinate with the 5 Local Partners in ensuring the implementation of project activities within approved plans, budgets and agreements, and in compliance with organizational policies/procedures, operational systems, and donor requirements and regulations. 
  • Coordinate with the 5 Local Partner and the Youth Empowerment Specialist in facilitating the computer training for the 27 Youth Forums in Year 1 
  • Lead the development of a job survey 
  • Coordinate with the 5 Local Partners and the Youth Empowerment Specialist in implementing the findings of the job survey.
  • Conduct program/project monitoring visits and spot checks in the areas of assignment to address identified performance problems/issues. 
  • Build relationship and collaborate with stakeholders (Government officials, NGOs, Schools, media, business entity) at the local level for resource sharing and complementation (financial, technical, etc.). 
  • Maintain positive relationship with the donor through preparation and submission of timely and high-quality reports and documentations. 
  • In collaboration with Zonal Manager work to develop the budget, track spending, and ensure timely financial reporting. 
  • Assist and collaborate with concerned staff to conduct of initiatives aimed to enhance program quality and secure additional funding to support and expand services for the project. 
  • Deployable to other national offices and or to other program areas to provide support, eg during emergency response, or if there’s the need for support of similar interventions.
QUALIFICATIONS/EXPERIENCE
  • 3 + years experience working on programs related to Youth Empowerment and/or livelihoods, Gender/Adult Reproductive Health 
  • Experience in managing community development programs
  • Demonstrated experience with the design, implementation, management and evaluation of programs is preferred 
  • Outstanding written and oral communication skills in Bahasa Indonesia and English;  
  • Have skills and experience in delivering training 
  • Good oral/written communication and organizational skills 
  • Must be able to travel to program locations; where applicable
EDUCATION
Bachelor’s degree, preferably in a relevant human services discipline, or equivalent relevant work experience; advanced degree desirable.
