Plan International Job Vacancy: Wired 4 Work M&E & Digital Ecosystem Specialist, Jakarta

Yayasan Plan International Indonesia is presently implementing its country strategic 4 (CS 4) covering fiscal year 2017 to 2022, where the country objective has been defined as “to identify and facilitate the removal of obstacles that prevent children from enjoying their rights and participating fully in Indonesian society”. The organisation’s purpose is to “strive for a just world that advances children’s rights and equality for girls”. This goal will be achieved by providing technical support and implementing quality programs and projects through partnership. An effective and efficient communications strategy is a must for Plan Indonesia to share the outcomes of these projects to influence different actors, specially state authorities and to position Plan’s profile within and outside at different levels – starting from community, sub district, district to national, regional and international levels.  
Due to organizational new YEE Project,  Plan Indonesia is looking for   dynamic staff  to be based in Jakarta for the position:

Wired4Work M&E and digital ecosystem Specialist – Contract Based

She/he is responsible to develop and maintain the project MER framework, ITT, and produce good quality of project monthly, quarterly and annual reports and responsible to supervise the development of digital ecosystem, test, apply and maintain the system.

Typical Responsibilities - Key End Results of Position:

Key Result Area (KRA)
Responsible to develop and maintain operational project MER Framework, Indicator Tracking Table and annual plan
Based the Program DIP, she/he is responsible to conduct a workshop to develop operational project MER Framework, ITT and annual plan and regular meetings to maintain and improve the framework, ITT and annual plan. Based on the MER framework, she/he is responsible to put in place a system to maintain the project ITTBased on the Program DIP and MER annual plan, she/he is responsible to develop and maintain the project MER calendarShe/he is responsible in the selection of project MER partners and/or consultantsShe/he is responsible to oversee partners and/or consultants in providing services in project evaluations and research, including reviewing research planning, tools, data collection process, data analysisCollect, analyze and maintain project learning into proper documentations. Indicator for success: Project MER framework and ITT are developed and maintained. Good quality and accountable of MER products, including monitoring data and research reports

Key Result Area (KRA)
Responsible to supervise the development of digital ecosystem, test, apply and maintain the system
To work with regional team, external agencies and internal stakeholders to deliver a review of our current digital ecosystem, identifying key challenges and issues to overcome in future state design. To work with regional team and external agencies to undertake research in order to deliver an articulation of the desired systems to build towards for all audiences in scope for the projectOnce the desired systems are agreed, work with the external agencies to define a delivery blueprint (including detailed scope and budget) in order to develop the systemsBuild a strong and collaborative working relationship with regional team and the agency partner to develop the systems.  Establish KPIs for the ecosystem review and measure and evaluate the effectiveness and impact of the project Indicator for success: The blueprint of digital ecosystem is developed. The digital ecosystem is well maintained

Key Result Area (KRA)
Responsible to produce good quality of project monthly, quarterly and annual report.
Generate project report at monthly, quarterly and yearly based. Produce other data analysis reports for various needs, such us report for governmentMake project dashboard easily monitored Indicator for success: All of reports are produced

COMPETENCY REQUIREMENT
  • University Degree in IT, Statistics or other related field. At least 3 years working with international NGOs or international organizations. At least 2 years experience in monitoring and evaluation task.. At least 3 (three) years in digital ecosystem developmentAt least 2 (two) years in the project monitoring and evaluationExperience in writing reports and publicationsExperience preferably  in the issues in the Youth Economic Empowerment  program
  • Understanding of donor environment and ability to raise funds and support; Ability and willingness to undertake frequent travel; Ability to deploy at short notice; Excellent communication skills (verbal and written); strong negotiation and facilitation skills; Ability to work to tight deadlines, under pressure and to multi-task; Ability to work in insecure and difficult environments  Understand well on program cycle: planning, implementing, monitoring and evaluating development projects; Commitment to child rights and CCCD implementation
