British Council Vacancy: Programme Manager - EU Share, Jakarta

The British Council in Indonesia is recruiting for the post of :
Programme Manager – EU SHARE
1 (one) position, 1 year contract - renewable - Jakarta
Purpose of job:Purpose of Sr. Programme Manager job is to ensure successful delivery of the co-funded EU Support to Higher Education in ASEAN Region (EU SHARE).

S/he will act as the lead project role, co-ordinating internal and external resources. In doing so s/he adheres to British Council’s standards for project, contract and financial and client management.

S/he will work with a range of internal and external stakeholders to ensure that the contract is managed in a way that maximises:

1.  Value for money
2.  EU satisfaction
3.  Compliance with British Council internal policy
4.  Compliance with the EU contract requirements
5.  Contribution to cultural relations impact.

S/he will report to Team Leader and line-manage other member of staff within the team. There is an expectation to explore cross-cutting between EU SHARE and other British Council’s higher education programmes to maximise reaches and impacts across target audiences.

The British Council Indonesia operation comprises 2 offices based in Jakarta and Medan, which jointly employ over 100 staff. Our work is structured into 3 main strategic business units: Arts, Education & Society and English.
Indonesia is a high priority country for BC, for UK government stakeholders and for many other external partners and   potential partners, including the EU, other multilateral agencies and global foundations. The British Council has a long history of delivering development contracts in Indonesia on behalf of international organisations such as the EU, ADB, World Bank and many others.

The global objective of EU SHARE is to strengthen regional co‑operation, enhance the quality, regional competitiveness and internationalisation of ASEAN higher education institutions and students, contributing to an ASEAN Community in 2015 and beyond.

At the core of EU SHARE is the desire to enhance co‑operation between the EU and the ASEAN Economic Community (AEC) and create lasting benefit from the harmonisation of higher education across ASEAN. Realisation of AEC integration will facilitate the free flow of goods, services, investments, capital and skilled labour.
The expected results of EU SHARE are:
  • Policy dialogues on enhancement of strategic issues in harmonization of ASEAN higher education, including all relevant stakeholders (Result 1)
  • ASEAN Qualification Reference Framework and ASEAN Regional Quality Assurance further developed through our work, supported by ASEAN stakeholders
    • ASEAN Qualification Reference Framework (Result 2a)
    • ASEAN Quality Assurance (Result 2b)
  • ASEAN Credit Transfer System (ACTS) and ASEAN‑EU Credit Transfer System (AECTS) further developed and tested through mobility with scholarships. 
    • ACTS (Result 3a)
    • AECTS(Result 3b)
    • ACTS and AECTS Student Mobility with Scholarships (Result 3c)
Implementation of the Programme shall begin in January 2015. The implementation period of the Programme is 48 months. The Programme will be implemented by the British Council (Lead), Campus France, DAAD, ENQA, EUA and Nuffic. Programme budget is 9.8 million Euros.

ACCOUNTABILITIES, RESPONSIBILITIES AND MAIN DUTIES
Programme Manager is accountable for successful delivery of the co-funded EU SHARE programme.
S/he is responsible for:
  • Managing programme delivery teams
  • Ensuring that project / contract is managed to EU and British Council standards.
Programme Manager’s main duties include:
  • Successful implementation of the contract to the highest quality and as efficiently as possible, demonstrating year on year improvements against the programme’s log frame and the realisation of benefits 
  • Financial management and planning aspects of the contract: external and internal reporting, budget management and forecasting and client (i.e. the EU) invoicing
  • Day to day client relationship management and developing excellent networks and relationships with internal/external stakeholders to ensure effective delivery
  • Work planning and scheduling of EU SHARE programme activities, securing and contracting inputs from the Partners and/or technical consultants as appropriate.
  • Work planning and scheduling of programme activities under Result 1: Policy Dialogues, securing and contracting inputs from technical consultants as appropriate.
  • Implements a range of project management systems/tools, to ensure contract compliance and successful delivery. Leads on issue and risk management and mitigation, and impact: internal reporting and planning and ensuring effective Monitoring and Evaluation of the project
  • Client Reporting – quality assurance and all requirements are proactively planned for and met.
  • Identifies and makes recommendations in the light of personal operating experience on improvements to ways of working, processes and procedures, which will secure compliance and enhanced efficiency and effectiveness
  • Responsible for promoting the purpose and profile of EU SHARE programme through effective and strategic communications.
  • Management of Project Management Unit (PMU) staff.
