Functional context
The Project Officer supports the Project Manager in implementing the project named "Empowering Timorese Survivors of Gender Based Violence during the Conflict and Post Conflict Periods". Special focus is on management and administrative tasks for overall grant system of the program as well as assisting in logistics for brokering events. However, it also requires a strong initiative and independency in managing the program.
Roles and responsibilities:

- To support the partnership management including performing monitoring and evaluation through out-of-town travels.
- To assist studies or research for the development of Hivos's programmes including performing desk review.
- To organize workshops, meetings, trainings as necessary, take minutes and coordinate overall project agendas.
B. Project Administration
- To assist in the preparation of all necessary documents and administrative handling for new outgoing contractual commitments for partner organizations and consultants according to existing procedures (rejection letters, organization assessments, project summary and organization descriptions, entrance of data in project administration, contract letter and cover letter to partners) and ensure the collection and record/filling system of all documentation.
- To process annual progress reports and informing partners on the outcome.
- To monitor the timeliness of report submission from partners and follow up any delay.
- To process and ensure the project payments; ensure the confirmation of receipt of payments by partner organizations and communicate the transfer process with partner organizations and register the receipt of financial reports in project administration and forward necessary information to relevant Project Managers.
- To ensure effective administration and information support services to facilitate project management and communication with partner organizations.
- To register relevant administrative data in the project administration.
- To ensure that logistics of the project is available (procurement and maintenance of project equipment and supplies according to guidelines and procedures).
Knowledge, experiences and competencies
Excellent knowledge of development issues with emphasis on gender and violence against women issues in Timor Leste. Good understanding of and strong affinity with civil society, in particular with non-governmental organizations. Strong organizational, administrative and communication skills, particularly proficiency of writing in English. A good team worker. Prior experience in grant making will be regarded as an asset.
Furthermore, PO are flexible, communicative and open. They can indicate their limits in time, plan well, be assertive and decisive. PO often bring academic and analytical thinking along and have a proactive attitude and often come up with new ideas. She/He is willing to work, responsible and independent and can perform under pressure.
