Services for The Preparation of Modernization of the Management of the
Jatiluhur Irrigation System, PT. Dazya Ina Mandiri invite you to join with us for several national senior
specialist as mentioned below.
1. Co-team
Leader Irrigation Design Expert
Qualification:
- Should be an irrigation engineer with 12 years experience in irrigation management in government agencies including in senior positions and has experience in consulting services for at least 5 years as Co Team Leader in similar works and understand on irrigation participatory irrigation system especially participatory irrigation (design, construction, and O&M) with the necessary qualifications to serve as a Co-team leader.
- And, should have proven leadership and team management skills.
- Prior experience as a consultant is desirable.
- A working knowledge of English is essential.
- His duties, aside of administrative and team management assistance to the Team Leader.
2. Senior
Hydrologist Specialist
Qualification:
- A hydrology engineer with 10 years of experience in operational hydrology, collection, storage, and interpretation of hydrological and meteorological data using appropriate processing methods and modeling techniques.
- He/she should be familiar with the use of computer for data processing, computer basin models as well as advanced computer analysis techniques.
- He/she should have experiences in water resources assessment, water balance studies and modeling of rainfall-runoff relations.
- He/she should have experiences in the field of water resources.
- He/she shall collect, update and analyze hydrologic data of the catchment areas of Citarum and other concerned rivers in order to determine (i) the reliable flows available for irrigation and DM1 purpose, and (ii) the supplemental flows from the ETC and NTC to the irrigation areas after rehabilitation of NTC, ETC and irrigation systems.
- His/her duties shall also include supervision of the proposed hydrometric survey program.
3. Irrigation
Institutional Specialist
Qualification:
- An irrigation engineer with 10 years experience of practical experience in development of irrigation system management concepts and their implementation for physical, technical and institutional complex large scale irrigation systems, and in participatory irrigation management, state owned enterprises management.
- He should have experience in planning of irrigation management, operation and maintenance, water resources assessment and water balance studies including. This experience should include at least 5 years involvement in project/programs to establish WUAFs in public irrigation schemes.
4. Agricultural/Rural
Agricultural Specialist
Qualification:
- Master Degree (S2) in Agricultural economist or agronomist with at least 15 years experiences in planning, execution and management of government and agriculture aspect, and experienced in EIA study arrangement.
- He will work closely with the Irrigation Management Institutional Specialist.
Duties and responsibilities:
- Identified and study agricultural issues and trends in irrigation management
- Identified agricultural practices and land tenure condition in study area
- Design and supervision agro-economic surveys to support activity 1) and 2).
- Gives advices and recomendations to the government on issues related with impacts of irrigation project, especially socio-economic and culture aspect in EIA document.
5. Hydraulic
Modelling System Expert
Qualification:
- A Hydraulic Modelling System Expert with about 10 years experience in the field of irrigation modelling system
6.
Information
System and GIS Expert
Qualification:
- A GIS expert with at least 10 years experiences in the establishment of a GIS system (including spatial and tabular databases) to provide a tool to assist the effective and efficient development of the Jatiluhur management system.
- The candidate must be familiar with the management information system for operation of the connecting irrigation schemes with supplementary water sources, and GIS.
7. Spatial
Planning Engineer
Qualification:
- A spatial planning engineer with at least 10 years experiences in assessing the spatial and temporal trends in land conversion out of agriculture and develop scenarios of future land use across the irrigation system and its consequences for future demands.
- Special attention is required for the possible development of industrial and residential zones in the command area.
8. Sediment
Management Specialist
Qualification:
- A sediment management specialist with about 10 years experience in the field of sediment control and management in river and irrigation canal networks, hydraulic modeling, sediment sampling and sediment analysis.
- Duties and responsibilities:
- The duties will include the preparation of a subcontract for a sediment sampling program, supervision of the sediment analysis and analysis of the results, estimation of the sediment transport in the river and irrigation canal systems and advice on operation of the sediment traps.
9.
Financial
Expert
Qualification:
- He/she should be a university graduate in financing background with about 10 years experience in financial procedure of water resources (or related) programs/projects.
- He/she should assess the irrigation management funding mechanism, their adequacy and effectiveness and the processes of budget allocation for the various management activities in the Jatiluhur irrigation system.
10.
Sociologist
Qualification:
- A sociologist with at least 10 years of experience in rural economy and mass communication of irrigation systems.
- He/she will work closely with the Irrigation Management Institutions Specialist.
11.
Irrigation
O & M Expert
Qualification:
- An irrigation engineer with at least 10 years experience including at least 7 years of field experience in implementation and management of irrigation O&M (of which about five years should include a senior O&M management position).
- He would work closely with the Irrigation Asset Management and O&M Specialist.
- A working knowledge of English is desirable.
Duties and responsibilities:
- Review of existing standard O&M manuals and procedures and their modification to PPSIP needs where and if necessary.
- Field evaluation of existing O&M activities and procedures as practiced by Dinas staff.
- Assist in preparation of an Asset management Manual and procedures for Dinas staff.
12.
Economist
Qualification:
- He /She should be a University graduate in economic with about 10years experience in the field of regional development planning, assessment of social impacts of water resources development and related projects and in public participation activities.
- Include the calculation of the Benefit Cost Ratio and Internal Rate of Return taken into account the incremental benefits and costs in an aggregated cash flow, built up in line with physical achievements by year and the phasing of benefits.
- Economic evaluation expressing Economic Internal Rate of Return (EIRR) will be conducted with sensitivity analysis.
13.
Hydro
Mechanical Expert
Qualification:
- Should be a University graduate with about 10 (ten) years experience in planning, design, installation and operation of hydro-mechanical equipment used in water resources infrastructures, such as pumping plants, hydraulic gates, flushing gates, etc.
- He/she should also have experience in preparation of specifications for procurement of mechanical equipment, testing of mechanical equipment, and supervision of contractor in installing hydro-mechanical equipment.
14.
Environmental
Expert
Qualification:
- He/she should be a University graduate in environmental background with about 10 years experience in environmental impact assessment (EIA) of water resources development and related projects, and in the assessment of resettlement and compensation.
- He/she should also have experience in the preparation of Environmental Impact Assessment reports according to the national guidelines (AMDAL).
