Backgrounds of the project
The Australia Indonesia Partnership for
Promoting Rural Income through Support for Markets in Agriculture (AIP-PRISMA)
is an ambitious new rural development program which aims to contribute to a
30%, or more, increase in net incomes for 1,000,000 poor rural female and male
farmers, 300,000 of which will be reached by June 2017. AIP-PRISMA will focus
on Eastern Indonesia (EJ, NTB, NTT, Papua and West Papua).
To enable effective and efficient implementation of the program,
PRISMA will establish an IT-based Management Information System (MIS) that provides a platform for
managing core business processes in:
- Corporate Functions (CF), covering finance, procurement, administration and personnel management.
- Program Management and Monitoring Functions (PMF), covering management of activities, schedule, and resources, data collection and analysis, documentation of key activities and decision making, performance monitoring, reporting for AIP PRISMA Sector activities.
The implementation of CF will use
an ERP software, while PMF will be developed using Microsoft tools and
technology. The development of PMF will be led by AIP-PRISMA MIS Manager as
system designer, using template of PMF documentations based on PRISMA MIS Need
Assessment. The developer implement the design into a working MIS application.
Objective & Expected Output
The objective of this
assignment is to build application for PMF modules, based on the PMF design,
using Microsoft-based database, tools, and technology, i.e. Microsoft Excel,
Microsoft SQL-Server database, Microsoft Visual Studio, and Microsoft
SharePoint.
The following outputs are expected:
- PMF application.
- PMF relevant documentation, i.e. technical documentation and user manual.
- The phase and development priority will be determined by the designer in the design phase, and the STA will refer to the documentations in the development process.
Key Selection Criteria.
Essential
skills and experience:
- MIS/IT Professionals with relevant educational background, having minimum 5 years of application development in Microsoft environment.
- Experienced in developing application using .Net framework, using Visual Studio (VB, C#).
- Proven skills in database programming using SQL language (stored procedure, etc.), in SQL Server or other SQL-based database.
- Having database programming skills, advance query skills using Microsoft SQL Server or
- Understanding the concept of data warehouse, business intelligence, and information system dashboard. Able to develop data visualization using available reporting tools in markets.
- Advanced Microsoft excel users and has experienced in Excel macro programming, using Power Query, and Power Pivot
- Has at least involvement in three full cycle of small to medium- size (6 months duration, team of 5 or more) web-based application development project.
- Fast and self-learner, can work independently with minimum supervision
Desirable Skills and Experience
- Working knowledge of Microsoft SharePoint
- Has any experience/projects with international development organization
- Experience in programming and reporting using open source tools and framework such as PHP, JavaScript, and jQuery.
