Working days: 50 days
Duration of Contract: October 2014 – January 2015
Background and
Objectives
SIAP 1 supported
one of Indonesia’s
government institution in developing
a software application. Now,
it is seeking to ensure the transfer and sustainability of the program. Therefore,
SIAP 1 seeks to hire consultants to support
the transfer. The Consultant
will work on a full-time
basis and day-to-day
supervision will be conducted by a Government of Indonesia employee from the activity beneficiary.
To improve
the effectiveness of combating corruption, the institution has conducted court
recording on corruption cases program
inconjuction with several universities in Indonesia. MSI-SIAP 1 supports the program in design and analysis phases, including the development of a database. In 2013, the development of the application was
completed and the product had been launched to 33 university partners. The
university partners are users who input the datas of recorded cases.
Consultants will be assigned to manage this application under the supervision of the GOI beneficiary.
Responsibilities
- Develop the standard operation procedure (SOP) for court monitoring program
- Develop court monitoring training module
Deliverables
A. SOP for Court Monitoring Program
(30 days)
SOP on Administration
and Finance
Develop
standard procedure on administration and finance in regards to the cooperation with university
partners.
SOP on Court Monitoring
Operation
Develop
standard procedure on how
to utilize the
court monitoring program, especially for new university partners.
SOP on Maintenance of
the Court Recording Tools
Develop
standard procedure about court recording tools’ maintenance.
SOP on Reporting
Develop
standard procedures about descriptive reporting after conducting court
monitoring program.

Module Training “Technical issues of the tools”
Qualifications
- Hold a bachelor degree in business management/accounting/law
- At least 3 years experience in the area
- Have experience in working with government agency
- Understanding about an effective SOP development process
- Familiar with documentation system which comply to the ISO 9000 family of international standards is preferable
