Danish Centre for Culture and Development Vacancy: Programme Officer (PO) for the Culture & Development, Jakarta

The Embassy of Denmark together with the Danish Centre for Culture and Development (CKU) is looking for a programme officer (PO) for the Culture & Development Programme in Indonesia.

We are therefore accepting applications to fill the position as PO. Deadline for applications is October 31st 2014.

The PO is to be based in Jakarta, Indonesia. Office space will be provided at the Embassy of Denmark, Menara Rajawali, Mega Kuningan, and the PO will be an integrated part of the overall team at the Embassy. The main responsibility will be the daily management of the Culture and development programme, however tasks that relate to some of the Embassy’s other main work areas will also occur.

Centre for Culture and Development (CKU) is a self-governing institution under the Danish Ministry of Foreign Affairs. CKU’s mandate is to implement the Danish strategy for culture and development, ‘The Right to Art and Culture’, approved by the Danish Parliament in May 2013.

Implementation happens through the culture and development programmes in priority countries formulated and carried out in close cooperation with Danish Embassies and representations in Asia, Africa and the Middle East. In close collaboration with the Embassy of Denmark CKU is about to implement projects through local partners in Indonesia, which the PO will monitor and support.

The overall responsibilities of the PO are:
  • During an inception phase, facilitate a process of identifying potential partners in Central and Eastern Indonesia. 
  • Coordinating the programme implementation, monitoring and evaluation processes of the CKU Culture & Development Programme in Indonesia, including support to the CKU partners in terms of project management and administration to some degree.
  • Ensuring local ownership and relevance of programme activities as a means to achieve programme sustainability.
  • Driving a process towards identification of capacity- and organisational development needs and taking relevant initiatives responding to these needs. 
  • Ensuring that programme activities are developed and executed in accordance with the strategic framework “The Right to Art and Culture” by the Danish Ministry of Foreign Affairs.
  • Remain abreast of developments in the arts, culture and development sector in Indonesia.
  • Prepare partnership, stakeholder and other relevant meetings, and reporting progress of activities to CKU program manager.
  • Facilitate contacts between Indonesian partners, local media and CKU Communications Unit.
  • Ensure that the culture programme is fully integrated with and supports the overall cooperation between Indonesia and Denmark, including by taking active part in some of the Embassy’s other activities, e.g. cultural exchanges, youth and education.
  • Actively contribute to CKU’s and Embassy’s Public Diplomacy and communication activities by identifying, preparing and communicating specific events, news and good stories, including on the Embassy’s social media platforms and towards local media.
The desired qualifications include:
  • Masters degree in social development, cultural studies or the like. 
  • Fluent written and spoken Bahasa Indonesia and English.
  • Specialized knowledge of the art and culture sector of Indonesia and/or background in development work preferably with a human rights based approach.
  • Experience with programme coordination involving many partners who require a varying degree of advice and support.
  • Experience with identifying capacity development needs and facilitating responding capacity development initiatives.
  • Experience with communication and social media is an advantage.
Compensation and start date:
  • The position is fulltime, 37 hours. monthly 
  • CKU offers a standard salary (local level)
  • The position will begin as soon as possible, and no later than January 1st 2015 and will terminate ultimo 2017 (possibility of prolongation).
  • Occasional travel activity is to be expected
  • The PO will refer directly to the CKU Asia Programme Manager (based in Copenhagen, Denmark)
