Sustainable Economic Development through South-South and Triangular Cooperation
I. Background
Development cooperation between the Government of Indonesia and IFAD has long started and IFAD has supported various development initiatives in Indonesia related to agriculture and fisheries sectors. IFAD’s focus in the country during this current period is to enhance the performance of its existing country portfolios and assist the Government with policy formulation, knowledge management and partnership building to improve the situation of the smallholder farmer. Sustainable economic development through south-south and triangular cooperation in Indonesia project will support the government in improving access to knowledge about public and private partnership practices in agriculture sector to inform policy and scale up innovative practices to enable poor farmers to achieve sustainable economic development. Furthermore, the project will also support the DMFF in documenting and sharing knowledge related to IFAD’s project assistances in Indonesia.
The project is designed within the context of Indonesia’s focus on poverty reduction and International Fund for Agricultural Development/ IFAD Strategic Framework 2011-2015 which stresses the importance of partnering with international and domestic private companies and emphasizes the role IFAD can play in facilitating knowledge sharing.
The Project will generates and shares knowledge related to public and private partnership mainly from practices developed in IFAD’s projects assistances and from other foreign assistances, as appropriate. Related to knowledge management, the Project is also expected to support the documenting and sharing lessons and best practices from on-going IFAD’s projects, to be further replicated and inform policy. The project will focus mainly on three activities, i.e: (i) documenting experiences; (ii) sharing knowledge; and (iii) project implementation and performance monitoring.
The project is implemented by the Directorate of Multilateral Foreign Funding/ DMFF on Ministry National Development Planning (Bappenas) as one of the main partners on development cooperation with IFAD. Under the guidance from the DMFF and supervision from the project manager, the knowledge management specialist is responsible on project implementation related to knowledge documentation and knowledge sharing. The knowledge management specialist is expected to lead the assessment, elaboration and further development of knowledge which has potential to be shared, and replicated or scaling up.
II. Description of Works and Responsibilities
The
knowledge management specialist will work full
time
for four months period with possibility of extension. Under the
guidance and close coordination from the
DMFF and supervision from the project manager, the
knowledge management specialist
is expected to carry out responsibilities
as follows:
- Support the project activities to document experiences and share knowledge;
- Formulate paper/ guidance on the criteria for the selection of knowledge which has the potential to be developed and shared as model;
- Identify general situation, regulation and practices of public and private partnership in agriculture sector in Indonesia;
- Identify public and private partnership practices in agriculture sector in other countries which has potential to be shared with Indonesia;
- Identify public and private partnership practices which meet the criteria, gained from IFAD’s project assistance in Indonesia and other foreign assistance as appropriate;
- Formulate learning notes of selected public and private partnership, to be shared as knowledge;
- Identify best practices from IFAD’s on-going projects which meet the criteria;
- Assist the DMFF in developing model of selected best practices from IFAD’s on-going projects, for piloting activities to be replicated and scaled up;
- Prepare related information for disseminating in the IFAD Asia and Community of Partner portals;
- Coordinate with other project staffs to organize learning events for promoting knowledge management in IFAD’s on-going projects;
- Coordinate with other project staffs to prepare and consolidate necessary meeting, training, workshops and other project activities related to knowledge documentation and sharing;
- Coordinate with other project staffs to assist in the preparation, implementation and monitoring of project annual and quarterly work plans;
- Coordinate with other project staffs to assist in the project reporting;
- As required and directed by the DMFF, liaise with IFAD and other related stakeholders for matters related to knowledge documentation and sharing;
- Ensure well maintained data and information on project delivery, identifying issues on delivery and brings the issues to the attention on the management;
- Establish and maintain a systematic filing system of key documents (in hard copy and soft copy) related to knowledge documentation and sharing;
- Assist any relevant duties requested by the project manager and the DMFF.
III. Requirements for Qualifications and Competencies
a. Academic Qualifications
Bachelor or master degree in a relevant discipline, such as planning, agriculture, public policy, social science, or other relevant fields of study.
b. Language Requirements
- Fluency in written and spoken English is an absolute necessity;
- Fluency in written and spoken Bahasa Indonesia is an absolute necessity.
c. Professional Experiences
Minimum 3 years of professional experiences for master degree and minimum 5 years of
professional experiences for bachelor degree, preferably in the field of development or
knowledge management.
Following requirements is an assets:
- Demonstrate strong familiarity with development projects and foreign assistance’s programmes/ projects in Indonesia;
- Experience on knowledge management;
- Experience on agricultural development;
- Experience on rural development;
- Experience on public and private partnership in agriculture sector;
- Demonstrated ability to write high quality reports, both in English and Bahasa, are essential;
- Familiar with the Government of Indonesia and IFAD procedures;
- Good inter-personal skills;
- Up-to-date computer skills required, experienced in handling web based management systems would be preferable.
