Background
The International Labour Organization (ILO) is a specialized UN agency with a tripartite structure encompassing representatives from government, employers, and workers. This makes the ILO a unique forum in which the governments and the social partners of the economy can freely and openly debate and elaborate labor standards and policies. The Jakarta office of the ILO undertakes a diverse program of activities and projects for Indonesia and Timor Leste related to issues such as employment, labor rights and standards, social protection and skills development. The main counterparts are the ILO constituents, the Ministry of Manpower and Transmigration, the labor unions and the employers organization, as well as a range of other partners in government and civil society.
 
The International Program on the Elimination of Child Labor (IPEC) is a specialist program of the ILO, which is operational in 70 countries worldwide. Its objective is the effective abolition of child labor, assisting member States and social partner constituents in designing and implementing policies and programs to prevent and eliminate child labor in accordance with international labor standards, including an urgent focus on the elimination of the worst forms of child labor.
 
The ILO project “Promote: Decent Work for Domestic Workers to End Child Domestic Work” is focusing on Indonesia, aims to reduce child domestic work by building the capacity of Domestic Workers Organizations so that they are better equipped to i) Advocate for increased legal protection and enforcement for domestic workers and child domestic workers in particular; ii) Empower domestic workers to improve their working and living conditions; iii) create and expand mechanisms for reporting illegal cases of exploitation to the relevant authorities, and iv) raise awareness of issues relating to domestic work and child domestic work.

Reporting Lines
The post holder will be based in Jakarta and will report to the Chief Technical Adviser, also based in Jakarta.
 
Position
To support the implementation of this project, the ILO Office for Indonesia and Timor-Leste is hiring a Capacity Building Specialist. The post holder  will be responsible for the development and implementation  of  the  projects  capacity  building,  strategy  and  as  such  will  work  in  close collaboration with the ILOs  national and regional partners; Jala PRT, JARAK, KAPPRT and IDWF.

Duties and Responsibilities:
  1. Lead the process to identify and document DWO capacity building needs; 
  2. Provide  technical  input  into  the  design,  development  and  implementation  of  the  overall capacity building strategy for partner DWOs and their local members; 
  3. Develop  a  strategy  to  strengthen  organisational,  administrative,  budget  and  management capacities; 
  4. Develop  a strategy to  build DWO capacity to advocate for new and/or improved  legal protections; 
  5. Lead the development of tools to utilise in capacity building work; 
  6. Conduct training seminars, workshops and meetings with a view to increasing required skills and knowledge; 
  7. Facilitate knowledge sharing; 
  8. Work closely with the projects Advocacy specialist to ensure effective coordination; 
  9. Coordinate and oversee the Project activities implemented in Lampung Province; 
  10. Provide supports to Provincial Coordinators in the implementation of capacity building activities at the local level; 
  11. Involve in monitoring and reporting of the Project; 
  12. Brief ILO specialists, project experts, associate experts and visiting officials and provide relevant information on capacity building activities; 
  13. Represent the ILO in relevant working group and meetings and facilitate collaboration and knowledge sharing between organizations; 
  14. Other  relevant  tasks  requested  by  the  Chief Technical Adviser  and  the Director  of  the  ILO  for Indonesia and Timor Leste. 
Qualifications requirements

Education -  University degree in social/ development studies, law and other relevant disciplines or relevant work experience in the labour and employment field.
 
Experience - At least three years professional experience in relevant field at the national level, preferably with a focus on domestic workersand/ or  child labor  issues.  Professional experience with issues related to human rights, technical and institutional capacity building, development or labor would be an advantage.
 
Languages - Must be fluent in all aspects (speaking, listening, reading, writing) of English and Bahasa Indonesia.
 
Competencies:
  • Ability to work well in a team, with good interpersonal and leadership skills; 
  • Ability to work independently with a minimum of supervision; 
  • Ability to communicate effectively both orally and in writing;
  • Good computer skills; 
  • Strong organizational abilities and ability to work to tight deadlines; 
  • Ability to work on own initiative as well as a member of a team; 
  • Ability to deal with people with tact and diplomacy and to build strong working relationships;
  • Shares knowledge – Shares important or relevant knowledge and information formally (e.g. workshops, seminars) or informally (e.g. conversations with colleagues); promotes knowledge transfer.
