Grants and Contracts Officer

Background

The Australia Indonesia Partnership for Justice (AIPJ) is a five-year program funded by the Australian Government.

The strategy of AIPJ is to focus on realising the rights of Indonesians, in particular for women who are poor, vulnerable children and people with disabilities. The program’s approach is to work in partnership with key government institutions (the supply side) as well as civil society and local communities (the demand side), and the intersection between the two.

Building on the successes of previous Australian law and justice programs, AIPJ focuses on the following rights:
  • Right to legal identity (birth, marriage and divorce certificates) as one precondition to realising basic economic and social rights, such as education and health care. 
  • The right to fair and accessible justice services (justice services include investigation, prosecution, legal advice and representation and court services); and
  • The right to legal information.
In working to realise these rights, AIPJ focuses on both national and sub-national levels, where central decision-making is taken, and where lessons from the field can inform this decision making. Support is targeted at areas that Indonesia has identified as being of critical importance to the sector, and for which assistance is likely to bring about sustainable and meaningful impacts, namely:
  • Judicial dispute resolution mechanisms 
  • Prosecutions Office
  • Anti-corruption
  • Legal aid.
AIPJ will also work with oversight commissions, recognising their role in strengthening accountability of the custodians of justice systems, and through that accountability, driving strengthened performance.

AIPJ is looking to employ two (2) Grants and Contracts Officer (full-time) to be based in Jakarta.
Duties

The Grants and Contracts Officer will report to and support the Manager – Grants and Contracts to implement the work program of the Grants and Contracts Unit consistent with the Commonwealth Procurement Rules, the AIPJ operations manual and (other) relevant policies and procedures.
Specifically, the Grants and Contracts Officer will support the Manager – Grants and Contracts to manage all procurement and contracting for the implementation of activities and the delivery of services for the Program, including:
  • Manage service agreement to institution or individual consultant, including prepare the pre-qualification, contract negotiation, preparing / drafting and finalising of contracts, and monitor the performance of contracts ; 
  • Manage the grant of funds to non-government / civil society organisations under the Program, including the preparation of grant selection process, budget negotiation, preparing the grant agreement, and monitor the performance of grants ;
  • Maintain an up-to-date record of all contracts and grants with relevant details to ensure effective tracking; 
  • Liaise with Senior Management to ensure Scopes of Service, Basis of Payments and other contractual/grants requirements are consistent with program goals and needs;
  • Provide the training and mentoring of contractors, individual consultants, and technical team in relation to AIPJ policies, practices, procedures and systems for contracts and grants;
  • Provide guidance to the AIPJ technical teams on matters relating to the contracts and grants issued by AIPJ;
  • Coordinate with the Finance Unit on financial management and reporting to ensure compliance with contracts and grants and AIPJ policies, practices, procedures and systems for contracts and grants;
  • Support the Manager – Grants and Contract to prepare external audits and assist auditors where required;
  • Support to the Manager – Grants and Contract to provide input into annual planning and developing / refining AIPJ systems and process, including relevant sections of the Operations Handbook and ensuring its content is reviewed and revised where necessary on a regular basis;
  • Perform other relevant duties and responsibilities as may be reasonably requested by the Manager – Grants and Contracts
Selection criteria
The Grants and Contracts Officer will require:
  • Bachelors or equivalent degree from an Indonesian university 
  • Five years of experience in grants and contracts management and service procurement
  • Strong understanding of DFAT procurement processes or other international donor experience preferred
  • Strong inter-personal and communication skills
  • Ability to work effectively in a team and strong attention to detail
  • English speaking and writing skills
  • Accounting skills
