USAID - IUWASH Vacancy: Regional Coordinator for West Java, based in Jakarta

The Indonesia Urban Water Sanitation and Hygiene (IUWASH) project is a sixty-month program (2011 – 2016) funded by the United States Agency for International Development (USAID) and implemented under the leadership of DAI. IUWASH works with government, the private sector, NGOs, community groups and other stakeholders to improve access to safe water supply and sanitation in Indonesia’s urban areas. The overall goal of IUWASH is to assist the Government of Indonesia (GOI) in making significant progress in achieving its safe water and sanitation Millennium Development Goal (MDG) targets by expanding access to these services.

To achieve the above, assistance provided by the project is divided under three main technical components, including: 
  1. Mobilizing demand for WatSan service delivery; 
  2. Improving and expanding capacity for WatSan service delivery; and
  3. Strengthening policy and the financial enabling environment for improved water supply and sanitation service delivery.
Throughout the implementation of IUWASH, , the project  works closely with a wide range of local partners, including: local and national government institutions, local water utilities, private sector agencies, universities, other donors, NGOs and community groups.

REGIONAL COORDINATOR for West Java, based in Jakarta (RC-WJDB)
The primary objective of this position is to lead IUWASH regional activities in West Java, DKI Jakarta and Banten, both internally by managing the Regional office, its program activities and its staff (technical and support staff), as well as externally through developing and maintaining excellent relations with all relevant stakeholders.

Responsibilities:
Responsibilities of the RC-WJDB include, but are not be limited to the following:
  • Provide technical, strategic, financial administrative and human resource management,  guidance, and supervision to IUWASH staff employed in the regional (approximately 20).
  • Provide leadership and supervision of field activities, ensuring timely and correct completion of planned and budgeted activities.
  • Provide leadership and supervision of office management, to ensure effective, efficient and compliant operation of the Regional office.
  • Manage regional project budget and oversee related finances. 
  • Oversee monitoring of progress towards the achievement of performance targets and project deliverables, including timely reporting of project achievements and results.
  • Oversee timely development and submission of regional work plans; 
  • Lead efforts to establish and maintain linkages with all related stakeholders in the region. This includes ensuring that local partners (PEMDA, DPRD, PDAM, etc.) maintain a high degree of commitment to sector development and that opportunities to leverage funds and support from other institutions (private sector, donors, local and/or national government) are identified and secured. 
  • As required, support IUWASH technical specialists in the accomplishment of their tasks. Such specialists include those overseeing programs in Urban Water Supply, Urban Sanitation, Governance, Municipal Finance, and Behavior Change Communications; 
  • Communicate regularly with the IUWASH national office and its specialists and advisors to ensure that regional programs are receiving necessary support and guidance and that experiences and lessons learned at the regional-level are being appropriately shared.
QUALIFICATIONS:
  • Bachelor’s degree (preferable Master degree) in Environmental Engineering, Urban Planning, Social Science, or Business Administration
  • At least five years of experience in managing development programs, preferably in water and sanitation sectors (preferable in the West Java region)
  • Strong management and administration skills to lead a team of local experts and administrative/support staff and ensure effective implementation of program activities;
  • Strong skills and ability to communicate and engage effectively with a range of stakeholders (Local Government, NGOs, Universities, water companies, private sectors and media) in water and sanitation sector
  • Experience with development programs in the water and sanitation sector, and Experience with USAID programs highly desirable
  • Excellent English proficiency (written and oral communication)
  • Computer proficiency in general office software applications (i.e. Word, Excel, etc.)
