Mercy Corps has special concern in disaster risk reduction
in Indonesia that faces extreme quantity and severity of hazards and disasters,
including earthquakes, tsunamis, volcanoes, landslides, flooding, droughts, and
storm surges. Thus, Indonesia has great challenges to manage the urban and
peri-urban development in disaster prone area. Urban and peri-urban has
extensive built-up area that causes higher risk when the disaster happens
because of its economic and social complexity. Urban and peri-urban community
in disaster prone area is vulnerable community because they should confront
economic, social, and environmental damage from the disaster. Therefore the
community should have capacity in term of knowledge, skill, and organizational
ability to reduce their vulnerability and anticipate the disaster risk. At the
other side, the challenges are to link the political will in national level,
with intuitional capacity among provincial and district level government, civil
society organizations and private sectors. On the other hand, resiliency
activities should consider local knowledge and organizational potential of
vulnerable urban and peri-urban communities.
One of Mercy Corps Indonesia’s programs, Disaster Resilience
Initiative for Vulnerable Communities (DRIVE-C) Program, that focuses on the Disaster
Risk Reduction (DRR) and Climate Change Adaptation (CCA) has been promoting
disaster risk reduction to textile workers community in urban and peri-urban
area. The program is designed to meet three objectives; (1) to improve
community capacity for practicing DRR program, (2) to assist community in
developing the action plan for prioritizing and implementing the relevant DRR
projects for development, and (3) to improve community capacity in accessing
external funding to support their action plan. DRIVE-C Program has 2-year
implementation timeframe, from January 2013 to December 2014.
The goal of Program DRIVE-C is to improve resilience of
urban and peri-urban populations vulnerable to hazards through strengthening
the capacity of local communities, local government, and private sector actors
to reduce risks. The program has three outcomes that described in several strategies,
consists of formed Disaster Preparedness Team (DPT) as local organization that
responsible to manage disaster risk reduction activity in the village, trained
the DPT member about disaster and risk reduction knowledge, developed
vulnerability assessment and community action plan, and then implemented one
activity from the action plan as a pilot project in the village. The strategy
also includes documenting and shares the lesson learned of program to all
stakeholders and shareholders to improve network between community and
potential donor for future DRR project.
Purpose / Project
Description:
This will be a mid-term evaluation of Mercy Corps
Indonesia’s DRIVE-C Program. This mid-term evaluation is to serve as an
opportunity for identifying challenges, room for improvement, learning and
growth of program staff and stakeholders. The mid-term evaluation should be
participatory to optimize the learning opportunities of Mercy Corps Indonesia
staff in the review of program implementation process, achievements to date,
monitoring, and other approaches. Evaluation recommendations should be focused
and relevant to improve the program implementation and learning.
The program is designed to have two-term evaluations,
in the middle and in the end of program period. At this moment, the program
already completed the first year and the second year is still ongoing. Thus,
the program needs to be evaluated to examine the effectiveness of its
activities against the objectives. The evaluation is expected to provide findings
and recommendation for program improvement in the upcoming year and future
program learning.
Consultant Objectives:
DRIVE-C Program needs a professional consultant to conduct
the mid-term evaluation of the program. The Mid-Term Evaluation will measure
the progress of the program achievements against outputs as of January 2013
until May 2014, as well as identify issues and recommend some corrections or
adjustments for the next program steps. It will also highlight issues and
challenges affecting effective and efficient implementation of activity to
achieve program outputs and their contribution to program outcomes.
The consultant has responsibility to:
1.
Develop evaluation plan and design for mid-term
period based on the program framework
2.
Assess level of efficiency and effectiveness of
program implementation based on program achievements
3.
Report the evaluation result, including
recommendations based on findings, to
program management
Consultant
Qualifications:
We need a consultant with a strong record in conducting
evaluation, particularly in Disaster Risk Reduction and Climate Change
Adaptation issues. The consultant should have excellent knowledge of monitoring
and evaluation in theory and practices and good understanding of disaster risk
reduction in urban context and participatory process. The consultant should
have the following skills and competencies:
1.
Demonstrate experience of producing high quality
and credible evaluations (we require sample or summary of previous evaluation
project).
2.
Experience working with/evaluating NGO work.
3.
Experience knowledge in Disaster Risk Reduction,
especially in urban context, participatory process, stakeholder partnership.
4.
Ability to write concisely, analyze data and
information precisely, and present any key findings in well-define structure.
5.
Excellent writing in English and verbal
communication, both in English and Bahasa Indonesia.
Consultant Activities:
The consultant will do a series of activities to complete
the mid-term evaluation of DRIVE-C Program. The activities should be related to
and focusing on:
1.
Efficiency Assessment
·
Identify factors and constraints which have
affected program implementation including technical, managerial, and conceptual
of program, and also in addition to other external factors unforeseen during
the program design.
·
Assess the qualitative and quantitative aspects
of management and other inputs (such as equipment, monitoring and review and
other technical assistance and budgetary inputs) provided by the program for
achieve the outputs and targets.
·
Assess the timeline and quality of the reporting
followed by the program.
2.
Effectiveness Assessment
·
Review project accomplishments based on its
outputs. In particular, the review should include the assessment of selection
criteria prior to defining target area, implementation strategy with
beneficiaries, and relationship development with related stakeholders.
·
Assess the performance of the project so far
with particular reference to qualitative and quantitative achievements of
outputs and targets as defined in the program documents and work-plans.
Consultant Deliverables:
The consultant should complete three main outputs, includes:
1.
Evaluation Plan
2.
Draft Report (to be reviewed by Program
Management)
3.
Final Evaluation Report
The consultant should develop a very clear and simple
evaluation report. The main content of the report should not exceed 20 pages,
including executive summary and recommendation. Technical explanation should be
comprised in appendices, including list of informant, list and organization of
data, and other supporting information. The information should have relevance
to the report’s analysis, findings, and conclusion.
The consultant should explain the evaluation methodology
clearly and how the methodology is used for the analysis through relevant data
and information. The assessment of program achievement should be justified in a
logical framework and evidence in order to provide recommendations. The
recommendation should include details on how to implement those things in the
next program phase. We expect the report to be relevant for sharing and
discussion with all stakeholders, including the beneficiaries and local government.

Timeframe /
Schedule:
The evaluation will be carried out through a period of 20
working days in the second and third week of June 2014. The consultant should
able to travel to the field and allow for attending program activity during
weekend if necessary. T
The Consultant
will report directly to DRIVE-C Program Manager.
The consultant
will work closely with Monitoring and Evaluation Officer, Project Coordinator,
DRR Specialist, and Program Officer.
