SCI seeks Nutrition Adviser for Permata Project, based in Jakarta

Save the Children is an international NGO and the world's top independent charity for children in need. Since 1919, we have been fighting for children's rights, saving their lives and providing hope for brighter futures worldwide.  In Indonesia, Save the Children currently works in eleven provinces, has staff of approximately 150 local professionals, and programming in Child Protection, Education, Health and Nutrition, Disaster Risk Reduction, and Humanitarian Response.  Save the Children in Indonesia is seeking to fill the following position:

Save the Children, in anticipation of a request for tender by the Australian Department of Foreign Affairs and Trade, is recruiting a national-level expert in nutrition.  S/he will provide highest-quality maternal and child  nutrition  technical assistance for PERMATA, an eight years program in three provinces (NTT, NTB, and East Java) on maternal, newborn child health and nutrition.
The overarching program goal is to assist the Government of Indonesia to close the socio-economic and geographical equity gap in reducing maternal and neonatal deaths and childhood stunting in Indonesia. DFAT support will contribute to the following end-of-program outcomes:
• Reduced number of maternal deaths, particularly among poor and near poor women.
• Reduced number of neonatal deaths, particularly among poor and near poor populations.
• Reduced prevalence of stunting, particularly among poor and near poor children under five.
The program accommodates the intermediate outcomes around access to services, improve quality, increase utilization and greater informed demand and behavior.
The program will build on the Australia-Indonesia Partnership for Maternal and Neonatal Health (AIPMNH) in Nusa Tenggara Timur (NTT), and expand to additional provinces. The duration reflects the long-term commitment that will be required to make a meaningful difference to the health and nutrition of poor women and children in Indonesia.
The Nutrition Advisor will be responsible for providing technical leadership for PERMATA nutrition activities to address stunting and ensuring the quality of these activities.  S/he will provide training and capacity development to key stakeholders including PERMATA, Ministry of Health, and other stakeholder staff.  S/he will provide technical support to the overall program direction, provincial and other project staffs and partners; and build relationships with the Government of Indonesia (GoI) Ministry of Health, provincial governments, district governments, professional organizations, and private sector. S/he will represent the PERMATA project and Save the Children with these stakeholders.  The Nutrition Advisor will work with the broader PERMATA team to ensure the development of a high-quality monitoring, evaluation, and research system for the project that includes timely collection of regular data from field sites.  S/he will also ensure that learning from PERMATA program is disseminated within Save the Children and that global good practices are incorporated into the program.  The Nutrition Advisor will be a nutritionist or health professionals with excellent high-level contacts and a strong reputation as an authority on maternal and child nutrition issues in Indonesia.  The Nutrition advisor will be based in Jakarta and travel frequently to the participating provinces. 

Reports to: Deputy Country Director with technical collaboration with the Sr. Program Manager Health.

RESPONSIBILITIES
·      Identify barriers to improved maternal and child nutrition specifically in reducing stunting in the program target areas (NTT, NTB, East java)
·      Provide technical leadership on developing strategies to addressing stunting among young children through both specific and sensitive interventions in facilities and communities
·      Ensure high level of quality of all of PERMATA's nutrition activities specifically geared towards reduction of stunting
·      Develop high quality nutrition training strategies consistent with MoH guidelines including compiling training materials
·      Train PERMATA key staffs, partners and other stakeholders which may include NGOs, DHO staff, and others
·      Work with the GoI to improve the work across sector, nutrition policy, resource allocation, and implementation of policies, also in relation to global movement such as Scaling Up Nutrition (SUN) or Gerakan 1000 Hari Pertama Kehidupan (1000 HPK)
·      Ensure Save the Children global best practices are incorporated into PERMATA's nutrition strategies and vice versa
·      Ensure close communication and collaboration with the MoH and professional associations at the national and sub-national levels
·      Participate in strategic meetings and planning related with PERMATA
·      Compile program quarterly technical reports
·      Facilitate and participate in technical assistance visits by international Save the Children technical staff
· Participate in other Save the Children activities including the ESMT meetings, events, campaigns
· Contribute technically to other Save the Children in Indonesia proposals and projects on a limited basis
· Other duties as assigned
 
QUALIFICATION ·         Master or doctoral degree in nutrition or public health,
·         At least 12 years work experience in maternal and child nutrition with non-government organizations, international donors, and/or Government of Indonesia 
·         At least 5 years experience with large-scale health projects funded by international donors (USAID, DFAT/AusAid, World Bank, UNICEF, etc.)
·         In-depth knowledge of the Indonesian health and nutrition sector
·         Superior technical skills in maternal infant and young child nutrition
·         Strong analytical and advocacy capacity
·         Excellent contacts with the Indonesian health and nutrition sector
·         Ability to advocate for policy changes, increased resources, and improved implementation of policy
·         Ability to work with GoI Ministry of Health, private hospitals/clinics, and professional organizations at the national and sub-national level
·         Ability to work effectively as part of a multi-cultural and multi-disciplinary team
·         Strong writing and communication skills in Bahasa Indonesia and English
Flexibility to adapt to changing priorities
