RFA 14.662 ANTI-CORRUPTION FILM FESTIVAL 2014
MSI/SIAP-1:
Strengthening Integrity and Accountability Program I (SIAP-I) is a
five-year program funded by the United States Agency for International
Development (USAID) and implemented by Management Systems International
(MSI).
BACKGROUND
Launched in January 2011, the
USAID-funded MSI/SIAP-1 program aims to contribute to good governance in
Indonesia by strengthening integrity and accountability in government –
principally at the national level. It does this by supporting
governmental and
non-governmental efforts to strengthen the effectiveness of
accountability bodies; external monitoring; and mobilizing public
support.
SCOPE OF WORK
Through this solicitation,
MSI/SIAP-1 seeks to engage an experienced and responsible service
provider to assist MSI/SIAP-1 in its efforts to mitigate corruption —
educating citizens about the risks of corruption, building a sustained
culture of integrity,
educating younger generations to instill a mindset of integrity and to
understand that the social and economic costs of corruption is a
long-term effort. The primary focus of the subcontractor shall be on
efforts to channel wide public support for an anti-corruption
movement through widespread promotion and effective implementation of
the Anti-Corruption Film Festival (ACFFest) 2014.
The objectives of this film festival are to:
- Raise public awareness of the risks of corruption;
- Educate the public about anti-corruption;
- Educate the public about anti-corruption values through "film festival learning experience"
- Reach out to communities outside the existing anti-corruption movement to strengthen public support toward an anti-corruption movement.
There are various activities will be conducted in this Anti-Corruption Festival such as:
- ACFFest 2013 film nominees screening and group discussion with KPK,
- Citizen journalism video-making workshop,
- Anti-corruption film competition,
- Press conference to announce ACFFest 2014 film nominees,
- ACFFest 2014 film nominees screening,
- And awarding night.
There are four types of film and video categories that will be contested:
- Short fiction (maximum 30 minutes) for students and public
- Short documentary (maximum 30 minutes) for students and public
- Public Service Announcement (maximum 1 minute) for public
- Citizen Journalism (maximum 5 minutes) for public
The four categories should focus on KPK specific priority issues on forestry, mining, and education, and they must support the values of honesty, caring, fairness, self-reliance, responsibility, hard work, modesty, courage and should also promote strong anti-corruption messages. It is expected that through this film festival; more people will be encouraged to participate in documenting and reporting alleged corruption in their environment.

OFFEROR'S CONFERENCE
MSI will hold an offeror's conference on Wednesday, 30 April 2014 at 10:00am at the MSI office (or an offsite venue in case of high attendance) to explain details of this RFP and to answer offeror's questions. NOTE: Due to space limitiation, offerors must pre-register their intended participation in the conference (maximum two partipants per bidding organization) at procurement@msi-siap.com by Monday, 28 April 2014. All interested offerors are encouraged to attend this conference.
