Save the Children Vacancy: Finance Officer – Baduta Project, Malang

Finance Officer – Baduta Project
based in Malang, 1 position

Reports to: Finance & Budget Manager & Program Manager

Dimensions:
The Finance Officer BADUTA will responsible for recording and reporting all day-by-day financial transactions. S/he will prepare monthly financial report, including BvA analysis.

RESPONSIBILITIES

Financial and Budget Management
  • Manage the payments process of all Malang and Sidoarjo Sub Office related expenditures: 
    • Make daily cash payments to suppliers ensuring all payments are made in compliance with Save the Children policies & procedures e.g. they are correctly authorised in accordance with the Scheme of Delegation, coded per relevant budget lines, are supported by relevant forms and documentation. 
    • Issuing and monitoring of work floats and any cash advances, ensuring they are settled/repaid in a timely manner. 
    • Provide support and advice to BADUTA staff on purchase and payment matters, provide coding as required. 
  • Record and review of financial transactions related to programs activities and operations. 
    • Entering all transactions onto field office spreadsheet on a daily basis, reconciling to cash counts. 
    • Consolidate and review the monthly field office spreadsheets for all Emergency field offices, prior to submission to the Finance Manager for review, ensuring that:
      • All data fields are complete, codes are valid and formats are correct.
      • Expenditures are fully charged in accordance with donor budgets on a monthly basis. 
      • Liaise with field Finance staff on any queries relating to financial information supplied.
  • Ensure sufficient levels of cash are available according to program/operational needs. 
    • Assist Budget holders in preparation of cash requirement forecasts in line with budgetary requirements. 
    • Submit monthly forecasts and subsequent weekly cash transfer requests to the Finance Manager
  • Coordinate and monitor the operations of human resources functions to ensure the achievement of their goals and efficient performance, such as: 
    • Ensure staff leave records are maintained and staffs are reminded about utilizing their leave according to the individual leave plan for the year. 
    • Respond to all travel requests of the field team by arranging travel cost effectively and efficiently 
    • Develop and maintain an efficient and simple filing system for the program, HR and other general files with the support of an Office Assistant.
  • Monitor implementation and improvement of office procedures (human resources) based on local office's unique characteristics and SC's policies & procedures, to ensure efficient functioning of field offices and compliance with SC's policies, such as: Socialize SC's HR policy and procedures to all field staff. 
  • Occasional significant duties: 
    • Provide other financial and grants management support as and when required by Jakarta Office.
    • Liaising with budget holders regarding budgeting, monitoring and revisions to budgets contributing to and assisting with process/systems improvements to ensure efficient and effective financial management within an emergency program context. 
    • Providing support to Finance in Jakarta with management/other reporting as required. 
    • Cover to other Finance staff as required and agreed by Operations Manager. 
    • Contribute to ongoing development of improved emergency response policy and practices. 
    • Conducted other related duties as assigned.

Child Safeguarding Policy Responsibilities
  • Support BADUTA Project Manager in ensuring full compliance of CSP at district level. 
  • As a member of staff, understand compliance with CSP and work in coordination with colleagues to comply with CSP.
  • In the lead of BADUTA Project Manager, respond to all CSP concerns expressed or discovered appropriately and effectively.
Emergency Response Management
  • Coordinating all related with Financial and Budget Management when responding any potential emergencies in Malang and Sidoarjo, East Java.
QUALIFICATION​
Essential
  • Minimum S1 Finance graduate or equivalent in relevant fields. 
  • Minimum 5 years working experience with Government and non-Government organizations in the area of nutrition and/or child health.
  • Proven skills on community development and mobilization and work closely with key stakeholders.
  • Have experiences work in East Java (desirable).
  • Ability to problem solve, show initiative and work independently
  • Respond to requests, queries in timely manner 
  • Good information sharing/communication skills
  • Attention to detail, particularly with regards to expense transactions and financial reporting.
  • Commitment  to  and  understanding  of  Save  the  Children's  aims,  values  and principles  including rights-based approaches
